While she was completing the narrative, I SC 544 called Lupe at 707-672-5507 with Patriot Environmental at 3:32 p.m. to find out who was going to the spill. He told me it was Joseph Mcguffin 916-597-5520. Gave him a call. He was going to be at Union Pacific at 4:40 p.m. Called Mike Algots, Environmental Manager for Union Pacific, 916-580-9999 at 3:40 p.m. He told me that there was a pipe that had cracked and that Patriot Environmental was on their way. He also told me that Union Pacific was the responsible party. I told him that I would be writing a notice to abate to him and that we charge for our time. He understood. Called Joseph again at 4:48 p.m. to try and reach him for an update. 04/08/2019 Called Joseph Mcgruffin at 5:00 p.m (916-597-5520) and told him that I would be PE 2546 ALANIZ 6 min going to another spill first and to keep me updated. He sent me photos of the SC 944 scene when he arrived on site. 04/08/2019 In the middle of another spill, I called Joseph McGuffin with Patriot Environmental PE 2546 ALANIZ 6 min at 6:42 p.m.. He informed me that they were finishing up. Told him I was about SC 978 40 minutes away and that I would meet him at the spill area. 04/08/2019 Left from the site at 8:42 p.m. and got back to EHD at 9:00 p.m. PE 2546 ALANIZ 18 min SC 978 04/08/2019 Left to the spill area from when I reached EHD at 7:06 p.m. and arrived to 1000 E PE 2546 ALANIZ 78 min Roth Rd at 7:24 p.m. Signed in and called Joseph McGuffin (916-597-5220), SC 978 Patriot Environmental contractor, asking him where the spill was. Met him at the track where the spill happened. It was at the north end of the facility near the chassis repair station. He explained to me how a pipe had cracked. 45 gallons of oil waste was generated from draining the locomotive and half of a 55 gallon drum of oily debris was generated. Each waste was put into a 55 gallon drum and was moved to the spill area. It is going to be profiled and then disposed of. Once the cleanup was completed, I drove back up to the portal and completed the notice to abate. Emailed it to the UP contact, Mike Algots at mjalgots@up.com. 04/08/2019 Received spill report incident#: 2019-04-08-338-SLM from Cal OES, control#: PE 2546 MURO 30 min 19-2310. SC 544 3:00 PM Pacific: Called 888-977-7267 and spoke to Shannon Medina who confirmed 5 gallons from locomotive leak had been contained with no impact to waterways. Cleanup to be done by Patriot Environmental who was en route. She did not know who the responsible party was at that point. She will be on call until 10:30 PM Central time. 3:38 PM I called 888-977-7267 and spoke to Shannon Medina to find out specific location and estimated arrival time for Patriot Environmental. The location of spill was track 701 and Patriot Environmental had an estimated arrival time of 4:40 PM Pacific time. I entered the complaint with property owner and business info onto Envision Connect Remote. 04/09/2019 -Completed the narrative for being on call. Received a confirmation email from PE 2546 ALANIZ 36 min Michael J. Algots <mjalgots@up.com> SC 544 04/11/2019 Generated Notification of Hazardous Waste Discharge Prop 65.
