Record ID#: COOQDWYXB <br /> Roseville, CA 95678- Program Element: 2546 <br /> Spill Location: 1000 E ROTH RD, FRENCH CAMP Release/Spill Response(excluding Joint Team) <br /> NATURE OF WASTE DISCHARGE/WASTE RELEASE: <br /> A cracked pipe in a locomotive caused the release of five gallons of oil onto asphalt. <br /> OBSERVATIONS: <br /> Arrived on site at the end of the cleanup. The spill was contained to the track area and was cleaned up using absorbent. <br /> Patriot Environmental completed the cleanup generating 45 gallons of used oil and half of a 55 gallon drum of oily debris. <br /> The waste was put in the spill area and is going to be profiled for proper disposal. <br /> VIOLATIONS: <br /> • Discharge of any waste, including sewage <br /> (CA Health and Safety Code 5411) <br /> Discharge of waste or sewage to water or within 150 ft. of waterway <br /> (SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br /> Improper disposal of a hazardous waste <br /> (CA Health and Safety Code 25189.5) <br /> Permitting or Maintaining a Nuisance <br /> (SJC Ordinance Code Section 8-5100) <br /> Other Violation <br /> ORRECTIVE ACTIONS/ORDER: <br /> • Investigate and abate contamination under the oversite of the appropriate lead agency. <br /> Immediately. <br /> • Submit copies of hazardous waste manifests/disposal records to the EHD. <br /> Submit final disposal records and analytical results to the EHD. <br /> El Other Correction <br /> COST RECOVERY: All EHD time associated with this Spill Response is billed to the responsible party at the current hourly <br /> rate.
