Was informed <br />that 5 gallons of diesel was released onto track 703 in Union Pacific (UP) at 1000 <br />E Roth Rd in French Camp. The UP report number was 2020-02-28-029-BJ0. <br />4:06 AM: Called the UP hotline (1-888-877-7267) and spoke with Ben <br />O'Bradovich. He said that the released had happened at 3:31 a.m. No storm <br />drains were affected, no one was injured or exposed, and no waterways were <br />affected. Patriot Environmental was going to be doing the cleanup and was going <br />to arrive at the site in 90 minutes. <br />4:13 AM: Called Mike Algots, Union Pacific Railroad Hazmat Manager, <br />916-580-9999. He let me know that Derek Smith, Emergency Response Manger, <br />was going to be responding to the incident for the cleanup. The locomotive was <br />going to be moved between 5:30-6:00 a.m. Once it was moved, Patriot was going <br />to clean up the track. <br />4:18 AM: Called Derek Smith, 916-347-8734. He was going to be at the site <br />around 6:00 a.m. I let him know that I would meet him out there. Updated <br />Muniappa Naidu. Contacted Derek Smith and let him know I was going to be <br />heading to the site and that I would meet him. <br />5:00 AM: Left for Union Pacific. <br />5:52: AM: Arrived to Union Pacific. Received a call from Derek Smith letting me <br />know his location. Signed in at the front desk and met him. He was having <br />trouble locating the spill and was going to talk with facility personnel. Started to <br />work on complaint information when Derek found the spill believed to be the one <br />reported. <br />Approximately 1/4 cup of diesel fuel had been released. The release was on a rail <br />and did not impact the soil. The stain was so small that no waste was recoverable <br />from the incident. Derek Smith spoke with Mike Algots and it was determined that <br />no cleanup was needed. <br />6:42 AM: Signed out at UP desk and arrived to the END office at 7:00. Looked up <br />the property owner information and finished creating the complaint. Downloaded <br />the photos taken and created a photo log. <br />The locomotive that leaked was UP8648. <br />Discussed call with Elena Manzo. It was agreed that the complaint could be <br />closed. <br />Completed prop 65. <br />Created a site map and er record. <br />Called Mike Algots and let him know that a notice to abate would not be written. <br />Gathered the documents together and abated the complaint.
