SANJOAQUIN Environmental Health Department <br /> C0UNJ Y- <br /> Complaint Record Daily Time and Activity Summary from 1125/2013 to <br /> 1125/2019 for CODCZFGAW located at <br /> 1000 E ROTH RD <br /> Activity Date Recorded by <br /> 11/15/2019 6:48 pm received a page from General Hospital, received spill notification for UP PE 2546 MANZO <br /> 12 min rail yard, called UP Rail road at 888-877-7267, provided the call in number to be SC 977 <br /> vetted in (2019-11-15-193-JMK), spoke with Jessica, she confirmed that this spill <br /> notification is an update to Cal OES 19-7344. Jessica indicated that they had an <br /> updated spill amount, 5 gallons total was released and only 2 gallons escaped the <br /> container and was cleaned up. Documented the complaint. <br /> 11/15/2019 4:48 pm - received a complaint from front counter, discussed with Muni Naidu PE 2546 MANZO <br /> 12 min (program coordinator), the complaint appeared to be similar in scope to Cal OES SC 007 <br /> spill 19-7344 notification received earlier today. Called 888-877-7267 UPRR, <br /> confirmed that this is a duplicate notification and not a new spill being reported. <br /> 11/15/2019 Received spill report 19-7344. Two gallons of oil leaked from container UMXU PE 2546 BAKER <br /> 42 min 252471 onto the concrete at 1000 E. Roth Rd. No waterways or storm drains SC 007 <br /> were impacted. Called Jessica Russell of UPRR at 1-888-877-7267. She <br /> confirmed the information in the spill report. She said that NRC would be on site <br /> in 2 hours to do the clean up. The trailer leaked onto the concrete and was moved <br /> to the leaker area of the yard. <br /> Called Mike Algots (Hazardous Materials Management) at 916-580-9999. He said <br /> that UPRR is the responsible party. The container that leaked contained new auto <br /> parts. He said that the spill is currently contained with absorbent and NRC will be <br /> on site in 2-3 hours to start clean-up. Waste will be disposed of as hazardous <br /> waste unless analytical says otherwise. <br /> Discussed complaint with Elena Manzo (Lead Sr. REHS). Disposal records for <br /> waste generated will be verified on the next routine hazardous waste inspection <br /> (PR0514234). <br /> Created complaint and prop 65. Gave prop 65 to Elena Manzo (Lead Sr. REHS) <br /> for review. Verified GIS in EC. <br /> 11/18/2019 Received an updated spill report that changes the amount of oil released from 2 to PE 2546 BAKER <br /> 6 min 5 gallons. SC 007 <br /> 11/18/2019 Emailed Mike Algots of UPRR at mjalgots@up.com to confirm that the spill was PE 2546 BAKER <br /> 12 min cleaned up and how much waste was generated. SC 007 <br /> 11/25/2019 Confirmed with Mike Algots of UPRR that spill clean-up is complete. One 55 PE 2546 BAKER <br /> 6 min gallon drum of waste was generated from the clean-up.
