SKJOAH I N Environmental Health Department <br /> COUNTY <br /> WASTE DISCHARGE/SPILL RESPONSE <br /> NOTICE TO ABATE <br /> Responsible Party: UNION PACIFIC Date: Jul 08, 2019 <br /> RP Mailing Address: 1600 VERNON ST Record ID#: COOIRWPLV <br /> ROSEVILLE, CA 95678- Program Element: 2546 <br /> Spill Location: 1000 E ROTH RD, FRENCH CAMP Release/Spill Response(excluding Joint Team) <br /> NATURE OF WASTE DISCHARGE/WASTE RELEASE: <br /> A container crane line ruptured causing a release of hydraulic oil onto the asphalt on rail yard track#702. <br /> OBSERVATIONS: <br /> The hydraulic oil from the container's crane line was released onto the asphalt due to a ruptured hose. Cleanup was <br /> performed by Patriot Environmental.The total hydraulic oil waste generated was estimated to be 15 gallons. All waste was <br /> collected into two drums and will remain stored in the yard until it is analyzed for proper disposal. Disposal records will be <br /> reviewed on the next routine hazardous waste inspection. <br /> VIOLATIONS: <br /> Discharge of any waste, including sewage <br /> (CA Health and Safety Code 5411) <br /> 11 Discharge of waste or sewage to water or within 150 ft. of waterway <br /> (SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br /> ° Improper disposal of a hazardous waste <br /> (CA Health and Safety Code 25189.5) <br /> El Permitting or Maintaining a Nuisance <br /> (SJC Ordinance Code Section 8-5100) <br /> Other Violation <br /> ORRECTIVE ACTIONS/ORDER: <br /> Investigate and abate contamination under the oversite of the appropriate lead agency. <br /> Immediately. <br /> ° Submit copies of hazardous waste manifests/disposal records to the EHD. <br /> Other Correction <br /> COST RECOVERY: All EHD time associated with this Spill Response is billed to the responsible party at the current hourly <br /> rate.
