He states PE 2546 GAITAN <br /> 180 min that one 55-gallon container with latex paint were punctured by a nail on a wooden SC 974 <br /> pallet that it was placed on. He states that wooden pallet with waste paint were <br /> cleaned off and waste rinsate collected in a containment pad. Absorbent were <br /> used on any waste paint liquid. Waste latex paint, waste rinsate and used <br /> absorbent were contained in one 55-gallon container. Container labeled <br /> hazardous waste latex paint and debris. Derek sent photos taken from clean-up to <br /> ER phone. <br /> 9:19pm Contacted Mike Algots, Hazardous Materials Management, (916) <br /> 580-9999. <br /> Mike states that 55-gallon container with latex paint and debris will be kept on site <br /> (1000 E. Roth Rd.) in hazardous waste storage area. Will have analytical <br /> performed on latex paint and debris, depending on analytical results will determine <br /> how waste is managed. Mike states that he will give me responsible party <br /> information tomorrow. (1-10-2020). <br /> Generated notice to abate. Contacted Muniappa Naidu (Program Coordinator) <br /> updated him on clean-up progress. <br /> 01/09/2020 Received complaint. PE 2546 FLORIDO <br /> 30 min SC 544 <br /> Called and spoke to Union Pacific Railroad (UPR) Dispatch, who informed me I <br /> should contact Mike Algots, UPR Haz Mat Manager for additional information <br /> regarding the spill and clean-up. <br /> Called and spoke to Mike who stated Patriot Environmental should be about 1 <br /> hour away from arriving at the site to begin clean-up. Mike informed me that Joe <br /> McGuffin of Patriot Environmental has dispatched Derek Smith to the site to <br /> conduct the clean-up. Mike also stated the responsible party is Loop Intermodal, a <br /> subsidiary (owned by) UPR. Mike stated he will provide the responsible party <br /> contact and billing information. Mike stated he is the point of contact for the waste <br /> disposal records. He stated the waste to be generated from this spill clean-up will <br /> remain on site, until sample analytical results provide a hazardous waste <br /> determination. Mike informed to provide the sample analytical results to the EHD. <br /> Called Joe Mcguffin who provided Derek Smith's phone number. <br /> Called Derek Smith (916-919-3620)who stated he is currently in traffic in <br /> Sacramento and is en route to the site. Informed Derek to call the EHD ER cell <br /> phone about 1 hour before he finished with the clean-up, so that our on-call <br /> inspector, Jason Gaitan, EHS, can go the site to verify the clean-up. Derek <br /> agreed. <br /> Provided Jason with the spill information. <br /> 01/09/2020 6:40PM Contacted Derek Smith, Field Supervisor, Patriot Environmental. (916) PE 2546 GAITAN <br /> 12 min 919-3620 SC 907 <br /> He updated me on the clean-up progress, estimated that clean-up will be done <br /> around 9pm. <br /> Sent text to Derek to confirm if clean-up is almost done. He replied that it should <br /> be done by the time I get there. <br /> 01/10/2020 Completed yesterday's narrative for this complaint.
