Water Boards <br />• \ <br />4) <br />GAVIN NEWSOM <br />(;UVI'I, utll, <br />YANA GRPC14 <br />nunu <br />ENViNUNHENiRL II.N <br />Central Valley Regional Water Quality Control Board <br />26 March 2025 <br />VIA EMAIL <br />Osvaldo Cordero <br />Environmental Manager <br />Forward Landfill <br />9999 South Austin Road <br />Manteca, CA 95336 <br />REVIEW AND CONCURRENCE OF FINAL CONSTRUCTION QUALITY <br />ASSURANCE REPORT WMU FU -24 PHASE 1 REVISION 3, FORWARD LANDFILL, <br />SAN JOAQUIN COUNTY <br />Forward Inc., a subsidiary of Republic Services (Discharger), owns and operates the <br />Forward Landfill in San Joaquin County (Landfill). Waste disposal operations, Landfill <br />construction, closure, implementation of corrective actions and groundwater remediation <br />at the Landfill is regulated by Waste Discharge Requirements Orders R5-2003-0080 <br />and R5-2024-0002 (collectively, WDRs) and Cleanup and Abatement Order <br />R5-2017-0703 (CAO). <br />The WDRs include specific requirements that must be complied with prior to filling the <br />new unit: <br />Reporting Requirement H.1.2 of the WDRS Order R5-2024-0002 states, "60 days <br />prior to proposed discharge to Units. Submit construction report(s) for review and <br />approval upon completion demonstrating construction was in accordance with <br />approved construction plans and Section F.27 of the SPRRs." <br />Standard Construction Specification F. 29 of the SPRRs states, "Prior to <br />placement of waste in a new landfill unit, the Discharger shall monitor any pan <br />lysimeter for the unit that has received enough rainfall to flood the LCRS sump. It <br />liquid is detected in the pan lysimeter, the Discharger shall verify that the liquid is <br />not from a leak in the primary liner system before waste can be accepted to the <br />new module." <br />Construction of WMU FU -24 Phase 1 occurred between June 2024 and September <br />2024. Regional Board staff inspected FU -24 construction multiple times on 17 July, <br />13,14, 23 August 2024, as well as the final post construction inspection was performed <br />on 28 January 2025.
