Forward, Inc. - 3 - 26 March 2025 <br />Forward Landfill <br />engineer determined that given the volume of the clay earthen fill that the <br />testing frequency allows for a modification of 1 test per 2,500 cubic yards of <br />material. The testing frequency was therefore reduced by the design <br />engineer. <br />The Final CQA Report for WMU FU -24 Phase 1 includes certifications by the project <br />CQA contractors from GLA that WMU FU -24 was constructed in accordance with <br />approved construction drawings, specifications, and CQA plan, and is in conformance <br />with Title 40, Subtitle D and Title 27. <br />The Final Construction Quality Control Report submitted on 13 February 2025, <br />addresses the previous report omissions, with the exception of absent daily construction <br />logs for the period of July 3rd through July 21st. During this time installation of the <br />unsaturated zone monitoring devices occurred with inadequate documentation of the <br />installation procedures. Therefore, all future design reports, CQA plan/manual shall <br />include specifications for installation and observations of the unsaturated zone <br />monitoring systems. <br />On 19 March 2025, the Discharger measured liquid levels in lysimeters TS -3 and TS -4 <br />with a water level meter. TS -3 was dry to the total depth of 13 feet. TS -4 contained <br />moisture, but no measurable or purgeable liquid. <br />Based on the above certifications, information in the Final Report, including design <br />modification and design firm approved variations, Central Valley Water Board staff <br />concur that WMU FU -24 Phase 1 was constructed in accordance with the approved <br />construction plans and Standard Provisions and Reporting Requirements in WDRS <br />Order 135-2024-0002.
