Disposal Facility (Site) Inspection Report (52) <br /> Forward Landfill, Inc. (39-AA-0015) <br /> 12/31/2024 <br /> not observed. Per operator, tarps are being used for the secondary winter pad. <br /> A.) The owners or operators of all municipal solid waste landfill units shall cover <br /> disposed solid waste with a minimum of six inches of compacted earthen material at <br /> the end of each operating day, or at more frequent intervals if necessary, to control <br /> vectors, fires, odors, blowing litter, and scavenging. <br /> B.) Operator shall cover all exposed waste with six inches of clean soil or ADC, at the <br /> end of each day. <br /> No Areas of Concern <br /> Inspection Report Comments <br /> Notes: <br /> 1. The violation for 27 CCR 20700 has been corrected. The area is being used as the <br /> secondary winter pad. <br /> 2. The Area of Concern for 27 CCR 20590 has been corrected. Truck drivers were observed <br /> with proper PPEs while at the active face. <br /> 3. Operator notified the LEA of radiation detected from a load received from Cal-Waste on <br /> November 22, 2024 and two loads received from Elder Creek on December 20, 2024 and on <br /> December 27, 2024. Loads were isolated near the scalehouse. <br /> 4. On December 9, 2024, the LEA was notified that Forward Landfill accepted a load of <br /> wrongfully profiled soil from Clean Harbors. The soil was received on November 6, 2024 and <br /> was unloaded at the contaminated soil area of the landfill. Currently, the contaminated soil is <br /> isolated and tarped. Operator intends to have the waste removed from the site and properly <br /> disposed by the end of January 2025. <br /> 5. On December 16, 2024, a complaint was received by the LEA regarding the landfill <br /> operator not covering waste at the end of the day. The complaint was discussed with the <br /> operator. Per operator, soil and ADC were limited. During this time, tarps were being used for <br /> the secondary winter pad and Black Poly Sheeting was purchased and used as the daily <br /> cover for the primary winter pad. However, per operator, securing the sheeting was difficult. <br /> Operator provided the LEA with records of the daily cover used from December 15, 2024 to <br /> December 31, 2024. Operator is to only use ADC that is approved by the LEA and all <br /> complaints are to be documented in the Special Occurrence Log. <br /> 6. The first truck to arrive at the active face was at 5:03 am. <br /> CalRecycle Solid Waste Information System (SWIS) Page 2 of 3 <br />
