Lasso(a)expositionpark.cagoov <br />and Certified Mail (Return Receipt <br />Requested) <br />7022 2410 0002 2881 6542 <br />WATER CODE SECTION 13267 ORDER FOR TECHNICAL REPORT, CALIFORNIA <br />DEPARTMENT OF CORRECTIONS AND REHABILITATION & THE CALIFORNIA <br />DEPARTMENT OF GENERAL SERVICES, SAN JOAQUIN COUNTY <br />California Department of Corrections and Rehabilitation (CDCR) and California <br />Department of General Services (DGS) are legally obligated to respond to this <br />Order issued by the Central Valley Regional Water Quality Control Board (Central <br />Valley Water Board). Please read this Order carefully; it replaces the order issued <br />to CDCR and DGS on 10 July 2025. <br />Background: <br />Forward Inc., a subsidiary of Republic Services, owns and operates the Forward Landfill <br />in San Joaquin County (Landfill). Waste disposal operations, Landfill closure, <br />implementation of corrective actions and groundwater remediation at the Landfill are <br />regulated by Waste Discharge Requirements Orders R5-2003-0080 and R5-2024-0002 <br />(collectively, WDRs) and Cleanup and Abatement Order R5-2017-0703 (2017 CAO). <br />The Landfill is near Stockton and adjacent to several CDCR facilities currently overseen <br />by DGS: the California Health Care Facility, the N.A. Chaderjian Youth Correctional <br />Facility, and the O.H.
