CDCR and DGS - 6 - 16 September 2025 <br />vertical and lateral extent of the known and unknown plumes from the CDCR Facilities, <br />the hydrogeologic properties of the vadose zone and the various previously identified <br />aquifer zones. Additionally, the document must include a discussion on how the nearby <br />agricultural, municipal, domestic and remediation wells impact the plume migration both <br />vertically and laterally, and how surface water and land application areas may also <br />impact the morphology and migration direction of the groundwater plumes. <br />The Soil Gas and Groundwater Investigation Report shall include an Engineering <br />Feasibility Study (EFS). The EFS shall evaluate remedial action options for both the <br />vadose zone and all affected aquifer zones. The EFS shall include a proposal for a <br />remedial action capable of stopping further VOC migration in soil and groundwater and <br />restoring the beneficial uses of groundwater in all zones affected by the release. <br />The cover letter for the submittals required by this 13267 Order shall be signed by the <br />appropriate legally authorized representative and include the following certification <br />statement: <br />"I certify under penalty of law that I have personally examined and am familiar with the <br />information submitted in this document and all attachments and that, based on my <br />inquiry of those individuals immediately responsible for obtaining the information, 1 <br />believe that the information is true, accurate, and complete. 1 am aware that there are <br />significant penalties for submitting false information, including the possibility of fine and <br />imprisonment." <br />Any technical report required herein that involves planning, investigation, evaluation, <br />engineering design, or other work requiring interpretation and proper application of <br />engineering or geologic sciences shall be prepared by or under the direction of persons <br />registered to practice in California pursuant to California Business and Professions <br />Code sections 6735, 7835, and 7835.1. As required by these laws, completed technical <br />reports must bear the signature(s) and seal(s) of the registered professional(s) in a <br />manner such that all work can be clearly attributed to the professional responsible for <br />the work. <br />The issuance of this Order is categorically exempt from the provisions of the California <br />Environmental Quality Act (CEQA) pursuant to Title 14 of the California Code of <br />Regulations, section 15306. The submission of technical information does not constitute <br />a project with environmental impacts. <br />Pursuant to Water Code section 13268, failure or refusal to submit the required reports <br />or falsifying any information provided therein constitutes a misdemeanor and may <br />subject the Discharger to administrative civil liability up to $1,000 per violation per day <br />or referral to the California Attorney General's Office, which may result in civil liability of <br />up to $5,000 per day of violation, as imposed by the Superior Court. <br />Any person aggrieved by this action of the Central Valley Water Board may petition the <br />State Water Resources Control Board to review the action in accordance with Water <br />Code section 13320 and California Code of Regulations, Title 23, sections 2050 and <br />
