Hazelton Ave. <br />Stockton, CA 95205 <br /> <br />November 18th, 2025 <br /> <br />Re: Request for Emergency Waiver – Acceptance of Disaster Debris at Forward Landfill, SWIS No. 39- <br />AA-0015 <br /> <br />Ms. Subbotnikova, <br /> <br />Forward, Inc. (Forward) is respectfully requestimg an Emergency Waiver to accept disaster related waste <br />in response to the Governors Emergency Declaration after the TCU Lighting Complex Fire. This waiver <br />would be to accept this waste at Forward Landfill in accordance to CCR Title 14, Section 17210.3. We <br />request waivers to potentially exceed our current 620 daily load county, our daily tonnage of 8,668 tons, <br />our weekly tonnage limit of 46,080, and our annual permitted tonnage of 2,396,160. <br /> <br />The remaining constructed capacity for the site is approximately 2,013,145 CY and approximate 12,900,350 <br />of potential disposal capacity. Forward will not be diverting or recycling this material, and as such no other <br />locally-approved temporary or processing sites are necessary. <br /> <br />All other State Minimum Standards and Permit conditions which are not subject to the waiver shall remain <br />in effect. Forward will comply with the reporting requirements as outlined in CCR, Title 14, Article 3, <br />Emergency Waiver Standards, Section 1720.5, reporting Requirements for Solid Waste Facility Operators. <br /> <br />Please find attached our site map showing the general area to be used for the fire debris disposal.
