Muniappa Naidu,REHS,Assistant Director <br /> PROGRAM COORDINATORS <br /> Jeff Carruesco, REHS, RDI <br /> Willy Ng, REHS <br /> Steven Shih, REHS <br /> Elena Manzo, REHS <br /> Natalia Subbotnikova, REHS <br /> January 16, 2026 <br /> Sulakhan (Sam) Johal <br /> French Camp Holding Corp, o/a Pride Group Enterprises <br /> 1100 Brickell Bay Drive #310747 <br /> Miami, FL 33231 <br /> RE: 2546 French Camp Turnpike, Stockton 95206 <br /> APN 165-261-25, 165-261-26, PRO547561 <br /> Work Plan for Additional Investigation <br /> The San Joaquin County Environmental Health Department (EHD) has received the attached Technical <br /> Memorandum (Memo) dated January 15, 2026, prepared by Condor Earth (Condor), consultant for the EHD, <br /> commenting on the Work Plan for Additional Investigation (Work Plan) prepared by Blew & Associates, P.A. <br /> (BLEW), dated January 6, 2026. <br /> In the Memo, Condor concurs with the proposed additional investigation as presented in the Work Plan with <br /> additional conditions as follows: <br /> • Soil, soil gas, and air samples be analyzed for full scan Volatile Organic Compounds (VOCs) <br /> including naphthalene. <br /> • Soil and groundwater samples be analyzed for full scan VOCs as well as total petroleum <br /> hydrocarbons — Fuel fingerprint (gasoline, diesel, oil range hydrocarbons). <br /> • Ensure that the selected analytical laboratory maintains the appropriate accreditation for the <br /> proposed analyses to prevent potential delays or resampling requests due to data reliability <br /> concerns. <br /> The EHD requests that the proposed work and analysis be conducted in accordance with Condor's Memo. <br /> Please be sure that the required Site Mitigation Well and Boring permits are obtained and approved by the <br /> EHD prior to initiating field activities and to obtain any necessary access agreements before commencing <br /> work. Following completion of sampling activities, please ensure that all temporary soil vapor wells are <br /> destroyed pursuant to EHD's Well Standards. Please note the EHD's preferred method of destroying the soil <br /> vapor probes are to remove all contents prior to grouting. To obtain the most current information for permitting <br /> forms and fees, please email ehsitemitigationa-sigov.org. <br /> Upon receipt of analytical results, please submit a Report to the EHD in accordance with Condor's Memo. <br /> The EHD requests that all analytical data of the investigation by ESL onto Geotracker website.
