Technical Memorandum
Review of Work Plan for Additional Investigation
2546 French Camp Turnpike,Stockton,CA 95206
Page 3 of 3
CONDOR COMMENTS
Based on a review of the Work Plan, Condor concurs that the proposed additional investigation appears
adequate to evaluate potential off-site VEC to nearby sensitive receptors given the following conditions are
addressed during the investigation:
- Due to the detection of multiple volatile organic compounds (VOCs) in the soil vapor samples
collected to date, future collected soil, soil gas, and air samples should be analyzed for full scan
VOCs including naphthalene.
- Collected soil and groundwater samples should be analyzed for full scan VOCs as well as total
petroleum hydrocarbons—Fuel fingerprint(gasoline,diesel,oil range hydrocarbons).
Please ensure that the selected analytical laboratory maintains the appropriate accreditation for the proposed
analyses to prevent potential delays or resampling requests due to data reliability concerns.Coordinate with
EHD to obtain the necessary drilling permits prior to initiating field activities. Following completion of
sampling activities, ensure that all temporary soil vapor wells are destroyed pursuant to EHD's Well
Standards (San Joaquin County Ordinance Code Section 9-1115.6). Upon receipt of analytical results,
submit a revised Site Characterization and Closure Report incorporating the updated risk evaluation.
Respectfully,
CONDOR EARTH S\oNA1 GFO`
Q P
dLUKE 1a
-4 If No.9945 No.GM
Q
9T0F CAI,\FOP\
Luke Castle,PG No. 9945 January 15,2026 John P.
