Quarterly Monitoring Report – Third Quarter 2025 <br />www.arcadis.com <br />Forward Landfill 3Q25 Quarterly Mon Report 10 <br />4.3 Cannery Waste Land Application Monitoring <br />This section describes the monitoring conducted during third quarter of 2025 associated with the cannery waste <br />land application and provides the associated monitoring results. Cannery waste land application area (CWLAA) <br />monitoring is conducted in accordance with MRP Section D.3 (RWQCB 2024). <br />The last day cannery waste was applied was October 31, 2023; cannery waste is no longer applied at the Site. <br />The groundwater monitoring discussed in Sections 4.3.1 will continue under the post-closure requirements listed <br />in the MRP (RWQCB 2024) or until approval to cease monitoring is granted by the RWQCB. A request to cease <br />monitoring will be submitted to the RWQCB following eight sampling events, as required by the MRP. Five <br />sampling events have been conducted since cannery waste land application ceased. <br />4.3.1 Cannery Waste Land Application Area Groundwater Monitoring <br />Program <br />Under MRP Section D.3.c (RWQCB 2024), alternative shallow groundwater monitoring wells were selected for the <br />CWLAA monitoring network to detect levels of waste constituents. The four shallow groundwater monitoring wells <br />are AMW-14, AMW-44, AMW-45, and AMW-46. Groundwater monitoring wells AMW-44, AMW-45, and AMW-46 <br />are considered to be hydraulically downgradient and are located on the northern edge of the CWLAA. <br />Groundwater monitoring well AMW-14 is also a downgradient well but is located approximately 775 feet northeast <br />of the CWLAA. Results of the waste constituents for the alternative wells are presented in Table 9. <br />In accordance with MRP Section D.3.d, the CWLAA monitoring wells are sampled quarterly for total Kjeldahl <br />nitrogen, nitrate, nitrite, total nitrogen, iron, and manganese (in addition to the monitoring parameters outlined in <br />MRP Tables 2 and 3 [RWQCB 2024]). <br />4.3.2 Quarterly Results <br />The monitoring results for the CWLAA monitoring wells (AMW-14, AMW-44, AMW-45, and AMW-46) for third <br />quarter 2025 are summarized in Table 9. The water quality protection standards for the CWLAA constituents (total <br />Kjeldahl nitrogen, nitrate as NO3, nitrite as NO2, total nitrogen, iron, and manganese) were due to be recalculated <br />in fourth quarter 2024 using data collected through third quarter 2024. Due to a lack of historical data available for <br />the CWLAA monitoring wells, the water quality protection standards (WQPS) have not been calculated for any of <br />the CWLAA constituents. The WQPS will be recalculated in fourth quarter 2026 when enough historical data is <br />collected. Previously, a WQPS for nitrate as N was calculated for these wells and shown in Table 9 instead of <br />Nitrate as NO3. This was corrected in this report and will be listed appropriately in all future reports. <br />4.4 Site Monitoring <br />This section describes the types and quantities of waste handled at the Site during third quarter 2025, standard <br />observations conducted for the Site, and compost facility monitoring, and provides an update regarding site <br />compliance. Site inspections are conducted in accordance with MRP Section D.4 (RWQCB 2024).
