Quarterly Monitoring Report – Third Quarter 2025 <br />www.arcadis.com <br />Forward Landfill 3Q25 Quarterly Mon Report 12 <br />In addition to Forward’s standard observations, the San Joaquin County Environmental Health Department <br />(SJCEHD) performed monthly inspections at the Site on July 28, August 22, and September 18, 2025. The <br />inspections from these dates included an additional asbestos inspection. Completed SJCEHD inspection forms <br />are presented in Appendix E. <br />x During the July 28, 2025, inspection, no notice of violations (NOVs) or areas of concern were noted. <br />x During the August 22, 2025 inspection, no NOVs were noted. SJCEHD noted one area of concern regarding <br />the surface area of the excavated overfill exceeding the extent of the daily cover applied. Corrective actions <br />were completed before the following inspection on September 18, 2025. <br />x During the September 18, 2025 inspection, no NOVs or areas of concern were noted. <br />4.4.3 Compost Facility Monitoring <br />A compost facility exists onsite and was previously permitted under the previous WDR Order R5-2014-0006 <br />(RWQCB 2014). The compost facility is now regulated under State Water Resources Control Board Order WQ <br />2020-0012-DWQ-R5S013, General Waste Discharge Requirements for Commercial Composting Operations <br />(California Water Boards 2020). As a requirement of Order WQ 2020-0012-DWQ-R5S013, an annual monitoring <br />and maintenance report for 2024 was submitted on April 1, 2025 (Arcadis 2025b). <br />According to the Forward Landfill Operations Manager, the compost facility received 20,906.33 tons of green <br />waste and produced 11,811.19 tons of compost during third quarter 2025. Documentation is included in Appendix <br />E. <br />4.4.4 Quarterly Compliance <br />No NOVs were issued by the RWQCB during third quarter 2025. <br />5 Summary – Third Quarter 2025 <br />This section summarizes the monitoring results at the Site for third quarter 2025. <br />x In general, there has been little change in the distribution of VOCs during recent quarters, which suggests that <br />the groundwater plumes are stable or decreasing. <br />x Sixty-four wells reported one or more VOCs at concentrations exceeding the PQLs, with wells CDCR-EW-2 <br />and AMW-60M exhibiting the most VOCs detected and 7833-MW-03 exhibiting the highest detected VOC <br />concentrations (Tables 3a through 3c). <br />x A CNSDAM evaluation of the environmental monitoring results for the Site in third quarter 2025 indicates that <br />no detection or upgradient program monitoring wells are to be resampled during fourth quarter 2025 because <br />there were no VOC detections above the MDLs (Table 4). <br />x There was one exceedance above CLs for inorganic constituents during third quarter 2025 at detection and <br />upgradient program monitoring well MW-14A for nitrate as nitrogen. Monitoring well MW-14A is to be <br />resampled during fourth quarter 2025 as a result of the exceedance. In a letter dated October 29, 2025, the <br />RWQCB was notified of this exceedance (Forward 2025).
