G <br />� 5 <br />Westem Farm Service @ Simplot Soil Builders <br />2929 W Hamey Lane <br />Lodi CA 95240 <br />July 25, 2000 <br />1:15p Received call of a spill, of phosphoric acid that occurred at approximately 5.15am. I <br />called the RP who identified himself as Kurt Neuharth from Western Farm Service. <br />He explained that 5:15 am a 56% solution of phosphoric acid was being transferred <br />from a rail car to a tanker truck when the transfer hose ruptured and sprayed the rail <br />car. He said that all of the product was on the rail car and there was no product on <br />the ground. He said that the product was neutralized with a mixture'of sodium <br />carbonate and water. I called DW to ask him if I should investigate;. DW said to <br />investigate <br />2:00p Arrived on site. I observed a rail car sitting on the tracks with a tanker truck parked <br />alongside of it. I pulled up to the cab of the tanker truck and observed the driver <br />inside. I motioned him to come down. At the same time I observed Kurt Neuharth <br />approaching in his vehicle. We made our introductions and went over to the rail car <br />with some water and some pH paper. I tested the areas of the rail car that appeared <br />to have been sprayed by the hose. All tested areas were neutral. <br />The truck driver identified himself as Charlie Putz from Greenbelt Carriers. 8761 <br />Pedrick Rd. PO Box 243 Dixon, CA 95620. CA10694 DOT290195 <br />Mr. Neuharth agreed to receive the invoice from this complaint. <br />The rail car was a Southern Pacific Rail Road car number VTLX110064 <br />I asked Mr. Neuharth why he waited so long to call in. He said he didn't think it was <br />necessary until he spoke with Art Bently from OES. I told Mr. Neuharth that the <br />next time this happens he should at least call 911 so that the agencies can decide <br />themselves whether or not a response is necessary. <br />3:00p site secured.
