These requirements cannot be modified. <br /> 1) Submit Water Provision Declaration form to the Environmental Health Department for <br /> review. If the EHD determines that the facility classifies as a Small Public Water System <br /> (SPWS), the applicant shall submit a Preliminary Technical Report to the California State <br /> Water Resources Control Board, Division of Drinking Water (Water Board) prior to issuance <br /> of building permits and at least six months before initiating construction of any water related <br /> improvement, as defined. The issuance of a permit to operate a small public water system <br /> by the local primacy agency, EHD, is prohibited without the concurrence of the Water Board. <br /> Please contact Gena Farley at Gena.Farley@waterboards.ca.gov or 209-948-7488 with the <br /> SWRCB Division of Drinking Water concerning the requirements for preliminary technical <br /> report submittal prior to issuance of building permits. <br /> 2) Submit a site plan or map to the Environmental Health Department showing sewage and <br /> well information that clearly delineates the location and characteristics of the proposed use <br /> as required by ordinance requirements (San Joaquin County Development Title, Section 9- <br /> 605.010(c)(1)). <br /> 3) The disposal field area of the sewage disposal system shall be barricaded such that it cannot <br /> be driven over, parked on, or used as a storage area. This disposal field area must be used <br /> for that specific purpose only, and it cannot contain any underground utility lines (San <br /> Joaquin County Development Title, Section 9-605.010(c)(3)(5)). <br /> 4) Before any hazardous materials/waste can be stored or used onsite, the owner/operator <br /> must report the use or storage of these hazardous materials to the California Environmental <br /> Reporting System (CERS) at cers.calepa.ca.gov/ and comply with the laws and regulations <br /> for the programs listed below (based on quantity of hazardous material in some cases).
