EHD Permit conditions require that a current monitoring site plan, monitoring plan and response plan be on site. A current copy of either of the listed documents were available on site. -> The monitoring site plan (map)was not available on site -> The current response plan with a date of 5/18/26 that is uploaded in CERS was not found on site -> The monitoring plan on site indicated that both UDC's contained a float and chain as a form of release detection. This is incorrect, on 1/27/26 both the UDC's had the float and chains replaced with an electric stand alone sensor REGULATION GUIDANCE: Failure to obtain or retain a valid permit to operate from the UPA and comply with the applicable requirements of the permit, including but not limited to paying all applicable local government fees and state surcharge fees. CORRECTIVE ACTION: If Owner/Operator has not obtained a valid permit to operate, or if the permit to operate has expired, a complete application to obtain a current permit to operate must be submitted to the UPA for approval. If facility is not in compliance with one or more requirements of the permit to operate, owner/operator must submit documentation of compliance. All unpaid permit fees must be paid. All applicable violations must be corrected within 30 days. This is a Repeat (Class 2)Violation. 4 23 CCR 16 2613(a)(4) and (b), 2650(a), (c), and (e) 2011012 - Facility has submitted and maintains a monitoring site plan OBSERVATION: Owner/Operator failed to submit and maintain a monitoring site plan for approval by the UPA. The monitoring site plan (map)that is uploaded in CERS is inaccurate. ---The map in CERS submitted on 5/19/26 indicates that there are sensors in both premium and regular fill sumps. While on site, both fill sumps were observed to have no sensor. ---The map in CERS indicates that both the UDC's have float and chain as a form of release detection, this is incorrect. On 1/27/26, both UDC's had the float and chain removed and replaced with an electric stand alone sensor. REGULATION GUIDANCE: Failure to submit and maintain a monitoring site plan for approval by the UPA. CORRECTIVE ACTION: Submit and maintain a monitoring site plan. This is a Repeat(Class 2)Violation.
