CP26 - UST FULL Inspection Report <br />Date: <br />January 16, 2026 <br />Facility Address: <br />4950 BUCKLEY COVE WAY, STOCKTONRIVER POINT LANDING MARINA-RESORT* <br />Facility Name: <br />Environmental Health Department <br />12 23 CCR 16 2660(d) 2011017 - All test results have been submitted to UPA within 30 days of testing date <br />OBSERVATION: Owner/Operator failed to submit the following test results to the UPA within 30 days of performing the <br />test: <br />- Monitoring System Certification Test <br />- Spill Container Test <br />- Line Tightness Test <br />*All tests were done on January 1, 2025 and submitted to EHD on February 17, 2025 - 12 days late. <br />REGULATION GUIDANCE: 2660 (d) Underground storage tank owners or operators must submit completed test results <br />to the Unified Program Agency within 30 days of performing the test. <br />CORRECTIVE ACTION: Submit test results to UPA within 30 days and ensure all test results are submitted to UPA <br />within 30 days of performing testing. <br />This is a (Class 2) Violation. <br />16 23 CCR 16 2651(e) and (f), 2652; HSC 6.7 25290.1(d) and (e) 2031004 - Interstitial space of UST and piping are <br />continuously monitored with audible/visual alarm (TCR 9d) <br />OBSERVATION: Owner/Operator failed to Monitor piping with a continuous interstitial release detection system that <br />activates an audible and visual alarm or stops the flow of hazardous substance at the dispenser when a release from the <br />piping is detected <br />- Both UDC sumps contain a float and chain assembly and both failed to stop the flow of hazardous substance at the <br />dispenser <br />REGULATION GUIDANCE: 2652 (a)(1)(B) Mechanical release detection equipment used to continuously monitor under- <br />dispenser containment, including an impact shear valve, which fails to function properly at any time, cannot be repaired <br />and must be replaced with continuous electronic release detection equipment to meet the requirements of this <br />subdivision. <br />CORRECTIVE ACTION: Float and Chain assembly must be replaced with continuous electronic release detection <br />equipment under permit with EHD. <br />This is a Repeat (Class 2) Violation. <br />1868 E.
