California <br /> This letter is in response to a meeting of Environmental Health DivisioA.,staff and you on <br /> November 28, 2000, at the above site. San Joaquin County Environmental Health <br /> Division (EHD) is the regulatory agency for permitting the construction and destruction <br /> of all wells in San Joaquin County. You stated that Safeway has decided to keep the <br /> onsite well for irrigation purposes. <br /> Environmental Health Division is not supportive of keeping an auxiliary"source for the <br /> purpose of irrigation when the facility is being served public water. EHD has no record <br /> of the construction of this well (prior to 1972 Ordinance requirements): EHD is aware of <br /> a nearby Methyl-tert-butyl ether (M.T.B.E.) plume in the groundwater that is northeast of <br /> this location. <br /> EHD wants you and Safeway to understand the potential risks of keeping this well even <br /> with the approved back-flow devices property installed. The pumping of this well may <br /> draw the M.T.B.E. plume into a west/southwest direction and contaminate this well. The <br /> California Regional Water Quality Control Board has previously ordered the destruction <br /> of irrigation well(s)that have been impacted with M.T.B.E. as part of cleanup abatement <br /> action. In addition, the back-flow devices will require on going testing as required by <br /> Title 17, California Code of Regulations. The cost of properly destroying this well will <br /> continue to escalate in the future. <br /> California Water Service and the City of Stockton, Building Department have been <br /> notified about the existence of this well and Safeway's desire to keep it.! San Joaquin <br /> County Development Title, Section 9-1115.6 will require that the licensed contractor who <br /> installs the pump on this well obtain a pump permit from Environmental Health Division. <br /> A Division of San Joaquin County Health Care Services <br />
