Lower Sac Plaza Water System (LSPWS).Re:
rof
If LSPWS is found in violation for nitrates, LSPWS will be required to post public notification of this
violation at the facility (a sample of the required health statements have been included.). Bottle water will
be required for drinking, hand washing and on site food preparation until an approved potable drinking
source can be provided.
LSPWS will be required to provide EHD with a corrective action plan for this violation (such as drilling a
new well, or connection to a county or city water utility source) within 30 days of confirmation of a nitrate
MCL violation.
This letter is to inform you, based on a May 31, 2002 water sample result of 52 parts-per-million (ppm) of
nitrates, LSPWS has a nitrate result that is in excess of the Maximum Contaminant Level (MCL) for nitrates
of 45 ppm. The California Code of Regulations (CCR), Title 22, Section 64432.1 requires a public water
system to conduct repeat monitoring for nitrate levels over the MCL within 24 hours of notification of the
results. If the system is unable to resample within 24 hours, it shall notify all the consumers in accordance
with CCR Section 64465 (Notification of an acute health risk) and collect and analyze a confirmation
sample within two weeks of notification of the results of the first sample.
San Joaquin County Environmental Health Department (EHD) is therefore requiring LSPWS to conduct
confirmation testing for nitrates. The water sample shall be taken within 24 hours of this notice from the
wellhead and analyzed for nitrates by a California Certified Laboratory. The results will be averaged. If the
average of the results exceed the MCL, LSPWS is in violation of the CCR Article 4 Primary Standards,
Section 64431 (a).
Unit Supervisors
Carl Borgman, R.E.H.S.
Mike Huggins, R.E.H.S., R.D.l.
Douglas W.
