4
5
9
-3-
ELECTRONIC ANNUAL REPORT
7 California Department of Public Health has implemented an electronic process for
submitting a mandatory report, called the Electronic Annual Report to the Drinking
Water Program. The report can be accessed and completed through a website on the
internet called the DRINC Portal (http://drinc.ca.gov). The Lower Sac Plaza Water
System shall submit a completed Electronic Annual Report by June 30 of each
year.
CROSS CONNECTION CONTROL
6 The Lower Sac Plaza Water System shall comply with Title 17 of the California Code of
Regulations (CCR) and California Uniform Plumbing Code (UPC) Section 1620, to
prevent the water system and treatment facilities from being contaminated from possible
cross-connections. The Lower Sac Plaza Water System shall maintain a program for
the protection of the domestic watersystem against backflow from premises having dual
or unsafe water systems in accordance with Title 17 and conduct a cross-connection
control survey every four years in accordance with the UPC. All backflow prevention
devices shall be tested annually. The reports of the test and survey shall be submitted
to EHD by the 10th of the following month the work was performed.
BACTERIOLOGICAL MONITORING
8 A procedural violation will be issued to the Lower Sac Plaza Water System, if the EHD
does not receive acceptable Routine or Repeat samples results by the 10 of the
following month of the required monitoring event. Any Routine or Repeat sample result
reported to have detectable chlorine levels above 0.05 parts per million (ppm) will not be
accepted by the EHD.
The EHD will only accept Routine and Repeat samples that have chlorine residuals
reported on the laboratory report above 0.05 parts per million (ppm), if the Lower Sac
Plaza Water System has prior approval from the EHD to use a chlorination feed system.
10 All four Repeat sample results shall be enumerated and chlorine residuals of each
sample reported on the laboratory report. Any Repeat sample result submitted that is not
enumerated or fails to report the chlorine residual reported or will not be accepted by
the EHD.
11 All five Routine samples collected in a month, following the month of a positive Routine
sample result, shall be enumerated and chlorine residuals reported of each sample
reported. Any one of the five Routine sample results submitted that is not enumerated
or fails to report the chlorine residual will not be accepted by the EHD.
No changes, additions, or modifications shall be made to the sources or treatment
mentioned in Conditions 2 and 3 unless an amended water permit has first been
obtained from the San Joaquin County Environmental Health Department.
All water supplied by the Company for domestic purposes shall meet all Maximum
Contaminant Levels (MCL) established by the State Department of Health Services. If
the water quality does not comply with the California Drinking Water Standards,
treatment shall be provided to meet standards.
