The containers were: <br />- one 55 gallon black drum containing "Absorbent - oily diesel" did not indicate the hazardous properties of the contents <br />within the drum. <br />REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the words <br />“Hazardous Waste”, name and address of generator, hazardous properties, physical state, composition (contents), <br />accumulation start date <br />CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective action <br />statement and supporting documentation to the San Joaquin County Environmental Health Department (EHD) within 30 <br />days. <br />This is a Repeat (Class 2) Violation. <br />53 CA Code of Regulations 66262.34(d)(2) 3030030 - Maintains and operates the facility to minimize the possibility of <br />fire/explosion/release <br />OBSERVATION: The diesel product piping located within the secondary containment basin was found leaking. There <br />was active leaking occurring at 3 points along the diesel piping that were pointed out at the time of inspection. All leaks <br />were found along the west side of the concrete wall. Particularly, a puddle with dark staining was found at the southwest <br />corner which is where the heaviest leaking was found. <br />REGULATION GUIDANCE: A hazardous waste generator must maintain and operate its facility to minimize the <br />possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous waste <br />constituents to air, soil, or surface water which could threaten human health or the environment. <br />CORRECTIVE ACTION: Immediately fix the leak and clean the stains. Manage the waste according to Title 22 California <br />Code of Regulations for hazardous waste. Submit a statement and supporting documentation to the San Joaquin County <br />Environmental Health Department describing the storage and final disposition of the cleaned up waste. <br />This is a Repeat (Class 2) Violation. <br />1868 E.
