Small Quantity Hazardous Waste Generator Program Inspection Report <br />Date: <br />January 15, 2026 <br />Facility Address: <br />620 W DR MARTIN LUTHER KING JR BLVD, Stoc <br />Facility Name: <br />CHARTER WAY GULF <br />Environmental Health Department <br />40 22 CCR 16 66266.130; HSC 6.5 25250.22 3030004-Properly manages used oil filters and fuel filters <br />OBSERVATION: This facility generates drained used fuel filters. Bills of lading for the used filters were not observed <br />during the inspection. Facility Manager Tara Turk stated that the technicians take the fuel filters with them to dispose of <br />them at their own facility. Per Elite IV Contractors Ref #3851 on 01/02/26, "put new filter per customers request." No bills <br />of lading were observed. <br /> REGULATION GUIDANCE: Persons generating, transporting, or receiving used drained metal oil or fuel filters shall use <br />a bill of lading to record the transfer of used filters. Bills of lading must indicate generator, transporter, and receiving <br />company names, addresses, telephone numbers, the quantity and size of used filter containers transferred, and the date <br />of transfer. A copy of each bill of lading must be kept on the premises of the generator, transporter, and receiving facility <br />where the used filters were handled. Copies of bills of lading shall be kept for a period of three years. <br />CORRECTIVE ACTION: Ensure that bills of lading are being left for fuel filter disposal. Begin keeping fuel filter disposal <br />records and store for 3 years. Provide a corrective action statement and supporting documentation to the San Joaquin <br />County Environmental Health Department (EHD) within 30 days. <br />This is a (Minor) Violation. <br />51 22 CCR 12 66262.16(b)(7)(B) 3010022-Posted valid emergency information next to the telephone <br />OBSERVATION: Modified contingency plan information for the location of spill equipment and emergency coordinator <br />contact information was out of date. The latest contingency plan on site was dated 2016. Per Facility Manager Tara Turk, <br />the business changed ownership and the contingency plan needed to be updated. <br />REGULATION GUIDANCE: The business operator must post the following information next to telephones or in areas <br />directly involved in the generation and accumulation of hazardous waste: the name and emergency telephone number of <br />the emergency coordinator, the location of fire extinguishers and spill control material, and the telephone number of the <br />fire department unless the facility has a direct alarm. <br />CORRECTIVE ACTION: The plan was updated during the inspection by Tara.
