A checklist was left on site during the inspection. The report was <br />completed on June 23, 2025. The report was amended on September 3, 2025. The wording and citations to <br />violations 3120001 and 3130015 were changed to better reflect observed site conditions. <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, <br />by October 3, 2025. <br />The following wastes were observed during this inspection: acetone rags, universal waste (aerosol cans), epoxy <br />waste <br />The amended report was emailed to Senior Environmental Engineer Anali Gonzalez at <elbbrown@tesla.com>. <br />Note: Permission to take photos was not granted during the inspection. Photos taken during the inspection was done <br />by Anali. <br />Due to space limitations, this is a continuation of violation 3120001 - Trained facility personnel annually and <br />maintained required documentation until closure: <br />REGULATION GUIDANCE: Per Title 22 California Code of Regulations (CCR) 66262.17(a)(7)(A): The large quantity <br />generator shall ensure that facility personnel successfully complete a training program through classroom, computer- <br />based, or electronic instruction or on-the-job training that teaches facility personnel to perform their duties in a way <br />that ensures the facility's compliance with the requirements of this chapter and section 5192, subsection (p), of Title <br />8, California Code of Regulations. The large quantity generator shall ensure that this training program includes all the <br />elements described in the documents required under subsection (a)(7)(D) of this section. <br />Per Title 22 CCR 66262.17(a)(7)(B): (B) The large quantity generator shall ensure that facility personnel successfully <br />complete the program required in subsection (a)(7)(A) of this section within six months after the date of their <br />employment or assignment to the facility, or to a new position at the facility, whichever is later. Employees shall not <br />work in unsupervised positions until they have completed the training requirements of subsection (a)(7)(A) of this <br />section. <br />CORRECTIVE ACTION: Immediately ensure all employees who work with hazardous waste are trained in a way to <br />ensure that they can perform their duties in a way that ensures the facility's compliance with the requirements of this <br />chapter and section 5192, subsection (p), of Title 8, California Code of Regulations. Provide training documentation <br />to the San Joaquin County Environmental Health Department (EHD) within 30 days. <br />1868 E.
