Records are kept within a locked room that Facility Manager Alberto Ribero does not have access to. Missing records include a copy of the disposal record for Manifest Number 025594074JJK that was dated 07/11/2023. REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance with section 66262.23(a)for three years or until the generator receives a signed copy from the designated facility which received the waste. This signed copy shall be retained as a record for at least three years from the date the waste was accepted by the initial transporter. CORRECTIVE ACTION: Provide a copy of the disposal record for Manifest Number 025594074JJK and all missing records for the past three years (including fuel contaminated debris, liquids, and fuel filters)to the San Joaquin County Environmental Health Department within 30 days. This is a (Class 2) Violation. 53 22 CCR 12 66262.16(b)(6)(B), 66262.16(b)(6)(D) 3030032-Facility equipped with all required emergency equipment OBSERVATION: The facility is not equipped with the following equipment: spill absorbent material. REGULATION GUIDANCE: All facilities shall be equipped with the following, unless it can be demonstrated to the Department that none of the hazards posed by waste handled at the facility could require a particular kind of equipment specified below: (a) an internal communications or alarm system capable of providing immediate emergency instruction (voice or signal)to facility personnel; (b)a device, such as a telephone (immediately available at the scene of operations) or a hand-held two-way radio, capable of summoning emergency assistance from local police departments, fire departments, or State or local emergency response teams; (c) portable fire extinguishers, fire control equipment (including special extinguishing equipment, such as that using foam, inert gas, or dry chemicals), spill control equipment, and decontamination equipment; and (d)water at adequate volume and pressure to supply water hose streams, or foam producing equipment, or automatic sprinklers, or water spray systems . CORRECTIVE ACTION: Immediately obtain spill absorbent material. Provide a corrective action statement and supporting documentation to the San Joaquin County Environmental Health Department within 30 days. This is a (Class 2)Violation. Overall Inspection Comments Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by February 21, 2026. To minimize person to person contact EHD is choosing to write the name of person receiving the report instead of having them sign.
