Please see the attached email that I'd sent on 5/21/2025. 1 have yet to receive your Return To C for your <br /> Hazardous Waste program. Unfortunately, I cannot close violations without the RTC for the HW program. You <br /> have open violations. Please review the previous email.The email sent on 6/13/2025 is for your APSA program. <br /> The following violations for the APSA program are open. <br /> APSA Program: <br /> #16-4010015-SPCC contains an adequate facility diagram <br /> - Ensure this is documented as a technical amendments on your SPCC Plan. <br /> #54-4010028-SPCC discusses procedures to test/inspect storage containers for integrity per industry <br /> standards <br /> - Unfortunately,the SPCC plan will need to be updated to include Nor Cal Petroleum Tank Testing as an <br /> approved inspector, since they are currently the only entity conducting the inspections.According to <br /> page 24 of the plan, inspections are supposed to be conducted by Debbie Jutla (Owner-Operator) or the <br /> backup Supervisor,Carlos Damian.This section must be revised to reflect the actual company <br /> performing the inspections. Additionally, all inspections must be conducted using the STI <br /> monthly/annual inspection checklist provided in the SPCC plan. This is a requirement outlined in the <br /> plan and must be followed accordingly. <br /> #57-4010021 -Written Inspection/testing procedures kept, inspection/testing records, signed, kept for 3 <br /> years <br /> - Provided a statement.The documents used were not the approved STI document provided in the SPCC <br /> Plan. <br /> #69-4030026-Aboveground Valves, piping,and appurtenances are regularly inspected. <br /> -The corrective action: Immediately design and install pipe supports for diesel and premium unleaded to <br /> minimize abrasion and corrosion, and allow for expansion and contraction. Provide proof of correction to <br /> the EHD. <br /> HW Program: <br /> #6-3010010-Signed copy of Uniform Hazardous Waste Manifest kept for 3 years <br /> - Provide a statement if three years of records cannot be found regarding how you will properly ensure all <br /> records going forward will be kept <br /> #53-3030030 -Maintains and operates the facility to minimize the possibility of fire/explosion/release <br /> - Provide a photo of the UDC 1-2 and UDC 7-8 that shows the impacted area was cleaned <br /> Best, <br /> Kristina Saetern <br /> Environmental Health Specialist <br /> San Joaquin County Environmental Health Department <br /> 1868 E.
