OBSERVATION: At the time of inspection, it could not be demonstrated (not necessarily documented)that employees who handle hazardous waste were properly trained. - Daniel Arellano was only able to provide training records for 2022 -55 gallon hazardous waste drum label for paper used oil filters was missing"hazardous properties". (This was corrected on site by Daniel Arellano adding "hazardous properties"to the label, no further action needed) -A crushing device was used to crush the metal used oil filters,there was not a bucket or other device located under the area where the filter would be crushed.Thus allowing the oil to go onto the floor. (This was corrected on site by Daniel Arellano by placing a bucket under the device, no further action needed) REGULATION GUIDANCE: The business owner must ensure that all employees are thoroughly familiar with proper waste handling and emergency procedures, relevant to their responsibilities during normal facility operations and emergencies. CORRECTIVE ACTION: Immediately train the employees. Provide proof of training within 30 days to the San Joaquin County Environmental Health Department(EHD)for employees whose responsibilities include hazardous waste. This is (Class 2)Violation. 6 CA Code of Regulations 66262.40(a)3010010- Signed copy of Uniform Hazardous Waste Manifest kept for 3 years. OBSERVATION: Designated facility signed and dated copies of Uniform Hazardous Waste Manifests (UHWM)were not found on-site. The missing manifests are: - Manifest Number 030098756WAS with shipment date 8/23/2024 REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance with section 66262.23(a)for three years or until the generator receives a signed copy from the designated facility which received the waste.This signed copy shall be retained as a record for at least three years from the date the waste was accepted by the initial transporter. The hazardous waste generator must submit a copy of the manifest to the California Department of Toxic Substances Control (DTSC)within 60 days if the destination facility signed manifest copy is not received from the transporter or designated facility.
