Geosptec <br /> consultants <br /> sampling to identify potential background sources and identify sample locations. These suites are located <br /> near the highest historical PCE concentrations reported in soil vapor(5,600 µg/m3 in B1),where there's a <br /> higher potential for VI and these locations represent"worst-case" Site conditions. <br /> On-Site investigation activities will be conducted in accordance with the Supplemental Guidance, which <br /> recommends the collection of indoor air, sub-slab soil vapor, and outdoor air samples to evaluate the VI <br /> potential for Site buildings (CaIEPA, 2023). Sub-slab soil vapor and indoor air samples will be compared <br /> to CaIEPA environmental screening levels (ESLs)using the default attenuation factor of 0.03. Paired sub- <br /> slab soil vapor samples and indoor air samples will also be used to develop building-specific attenuation <br /> factors to evaluate future VI potential. <br /> 3.2 Pre-Field Activities <br /> Prior to initiating intrusive fieldwork at the Site, pre-field activities will be completed including revising <br /> the Site Health and Safety Plan(HASP),procuring permits and property access approvals, and conducting <br /> a utility survey in the area of the proposed investigations. These pre-field activities are discussed in this <br /> section. <br /> 3.2.1 Health and Safety Plan <br /> Current field conditions will be reviewed by staff before commencing field activities. The assessment will <br /> include the following items: <br /> • Evaluating health and safety concerns with respect to the proposed scope of work; <br /> • Evaluating existing and previously existing utilities in relation to the proposed boring locations; <br /> • Ensuring safe access and movement within the work area; <br /> • Determining operational and traffic safety requirements; and <br /> • Assessing general health and safety hazards presented in this scope of work. <br /> After a review of the field conditions has been completed, a Site-specific HASP will be prepared. The <br /> HASP will ensure safe work practices to prepare for and minimize the possible hazards to human health <br /> and to the environment with regard to the proposed scope of work. Hazards and controls developed in the <br /> HASP will be communicated with all field personnel. <br /> 3.2.2 Permitting and Access <br /> The proposed activities will be completed both in the public right-of-way and on property owned by SGM. <br /> Geosyntec will notify and gain approval from SGM and its tenants regarding the proposed scope of work, <br /> work hours, and schedule in advance of field implementation. <br /> The following permits are anticipated to be required prior to implementation of the Work Plan scope of <br /> work off-Site and along West Hammer Lane: <br /> • Boring permits will be obtained from the San Joaquin County Environmental Health Department <br /> (SJCEHD) for each proposed boring location; <br /> 6 September 2025 <br />
