CP26 - UST FULL Inspection Report <br />Date: <br />January 21, 2026 <br />Facility Address: <br />153 E ELEVENTH ST, TRACYBILLJAR VALERO <br />Facility Name: <br />Environmental Health Department <br />4 23 CCR 16 2613(a)(4) and (b), 2650(a), (c), and (e) 2011012 - Facility has submitted and maintains a monitoring site <br />plan <br />OBSERVATION: Owner/Operator failed to submit and maintain a monitoring site plan for approval by the UPA. <br />Regulations require the monitoring site plan be a map that is drawn to scale. <br />CORRECTIVE ACTION: Submit and maintain a monitoring site plan. <br />This is a (Minor) Violation. <br />5 23 CCR 16 2613(a)(6) and (b), 2650(a), (d), and (e) 2011013 - Facility has submitted a complete and accurate UST <br />Response Plan <br />OBSERVATION: Owner/Operator failed to submit a complete and accurate UST Response Plan. The Response Plan <br />did not include the Responsible Persons's Emergency contact phone number as required in regulations. <br />CORRECTIVE ACTION: Submit a complete and accurate UST Response Plan. <br />This is a Repeat (Class 2) Violation. <br />9 23 CCR 16 2613(a)(12) and (b), 2691(a); HSC 6.7 25284(a)(3) 2011014 - Facility has submitted a current written <br />owner/operator agreement <br />OBSERVATION: Owner/Operator failed to submit a written agreement between the UST owner and the operator <br />(owner/operator agreement). <br />CORRECTIVE ACTION: Complete and submit a written agreement between the UST owner and the operator <br />(owner/operator agreement) <br />This is a Repeat (Class 2) Violation. <br />12 23 CCR 16 2660(d) 2011017 - All test results have been submitted to UPA within 30 days of testing date <br />OBSERVATION: Owner/Operator failed to submit test results to the UPA within 30 days of performing the test. The 2025 <br /> Monitoring Certification and Spill Bucket tests were never submitted to the EHD. <br />CORRECTIVE ACTION: Submit test results to UPA within 30 days and ensure all test results are submitted to UPA <br />within 30 days of performing testing. <br />This is a Repeat (Class 2) Violation. <br />19 23 CCR 16 2651(c)(1) 2031006 - Leak detection equipment properly installed, calibrated, operated, and maintained <br />(TCR 9d) <br />OBSERVATION: Owner/Operator failed to properly install, calibrate, operate and/or maintain leak detection equipment in <br />accordance with manufacturer's specifications. The L6- 91 Annular sensor was not functioning. It kept going into alarm <br />for no reason. <br />CORRECTIVE ACTION: Properly install, calibrate, operate and/or maintain leak detection equipment in accordance with <br />manufacturer's specifications.
