In correspondence dated September 18, 2020, the RWQCB approved the September 4, 2020 Workplan <br /> for Additional Off-site Groundwater Delineation and Monitoring Well Installation. Due to delays in <br /> obtaining encroachment permits, field work was performed in April 2021. <br /> In April 2021, groundwater monitoring wells MW11 through MW13 were installed in a deeper water <br /> bearing zone to evaluate groundwater quality at approximately 55 to 60 feet below the potentiometric <br /> surface, downgradient of the source area. Wells MW11 and MW12 were installed off site to the east and <br /> northeast, respectively, and MW13 was installed on site. The highest concentrations of petroleum <br /> hydrocarbons were reported in the groundwater sample collected from MW12. Low petroleum <br /> hydrocarbon concentrations were reported in the samples collected from MW11 and MW13. The <br /> laboratory analytical results and groundwater elevations associated with these wells suggest the former <br /> USTs associated with the site are not the source of deep zone petroleum hydrocarbon impact to <br /> groundwater northeast of the site. ATC recommended one additional groundwater monitoring event in <br /> the third quarter 2021 and if groundwater flow and concentrations remained unchanged then no further <br /> action was recommended. <br /> In September 2022, one CPT boring along with two companion hydropunch borings were advanced off <br /> site, along the south side of East Park Street, to evaluate the potential presence of dissolved petroleum <br /> hydrocarbons off site to the northeast of the source area.Two temporary soil vapor points were installed <br /> beneath the southeastern portion of the footprint of the former building that was located in the western <br /> portion of the site to evaluate the potential presence of petroleum hydrocarbon vapors. Based on the <br /> results of the investigation, Atlas recommended no further groundwater or soil assessment and to <br /> proceed with site closure activities. <br /> Pertinent site features are shown on the Site Plan (Figure 2). <br /> SCOPE OF WORK <br /> Well Destruction Activities <br /> Site Health and Safety Plan <br /> As required by the Occupational Safety and Health Administration (OSHA) Standard "Hazardous Waste <br /> Operation and Emergency Response"guidelines (29 CFR 1910.120), and by California Occupational Safety <br /> and Health Administration (Cal-OSHA) "Hazardous Waste Operations and Emergency Response" <br /> guidelines(CCR Title 8,Section 5192),Atlas will prepare a Site-Specific Health and Safety Plan (HASP) prior <br /> to the commencement of fieldwork. The Site-Specific HASP will be reviewed and signed by all field staff <br /> and contractors before beginning field operations at the site. <br /> Planning and Permitting <br /> Atlas will obtain a well permit from SJCEHD prior to initiating the fieldwork. Additionally,for off-site wells, <br /> City of Stockton Encroachment Permits will be secured. Grouting activities will be performed under the <br /> direction and/or supervision of an appointed representative of the SJCEHD. <br /> Underground Utility Locating and Clearance <br /> In advance of field activities, Atlas will mark the locations of the existing wells in accordance with the <br /> Underground Service Alert (USA) guidelines, and notify USA of upcoming subsurface activities.
