CASE CLOSURE
TOYOTA TOWN INC.; 610 NORTH HUNTER STREET, STOCKTON, SAN JOAQUIN
COUNTY; LUST CASE #390213, GLOBAL ID #T0607700148
The Toyota Town Inc. (Toyota) petroleum underground storage tank (UST) release
case is located at 610 N. Hunter Street in Stockton (Site). The 60-day public comment
period related to the proposed closure of this case ended 23 February 2025. In a
19 March 2025 letter, Staff responded to comments submitted by Stratus Environmental
Inc. (Stratus) on behalf of the responsible party for the Canepa Car Wash Park
(Canepa) UST case located adjacent to the north of the Site property. In that response
letter, Staff did not concur with Stratus's comments, but did grant an additional 30 days
to review Staff's response and submit additional comments. While the letter stated an
additional 30-day comment period, Staff erroneously included a due date of
18 May 2025 instead of 18 April 2025. On 22 April 2025, Stratus brought this error to
Staff's attention, and requested a meeting to further discuss their comments. Staff
granted this meeting which occurred on 30 April 2025.
In this meeting, Stratus generally reiterated the points made in their initial comments on
case closure. Stratus noted the recent temporary presence of non-aqueous phase liquid
(NAPL) in a Canepa monitoring well near the Toyota property and requested additional
on-Site investigation on the part of Toyota. However, Staff still does not concur with
Stratus's comments and does not believe that additional investigation as recommended
by Status would substantively or cost-effectively benefit either the Toyota or Canepa
case. As such, Staff again concurs with Atlas Technical's (ATC's) request for closure of
the Toyota case.
NICHOLAS AVDIS, CHAIR I PATRICK PULUPA, EXECUTIVE OFFICER
11020 Sun Center Drive,#200, Rancho Cordova,95670-6114 1 www.waterboards.ca.gov/centralvalley
