A complete three year bill of lading record <br /> for used filter recycling was not observed during the inspection. Bills of lading were not observed for the following date <br /> range: 8/12/2022 through 8/12/2025. <br /> -During the inspection, a work order dated 11/21/24 from Elite IV Contractors states that the fuel filters were changed on <br /> all dispensers and that the old filters were placed in the hazardous waste drum on site. The facility could not provide <br /> disposal records for the filters and the drum containing the filters was not observed on site. <br /> REGULATION GUIDANCE: Persons generating, transporting, or receiving used drained metal oil or fuel filters shall use <br /> a bill of lading to record the transfer of used filters. Bills of lading must indicate generator, transporter, and receiving <br /> company names, addresses, telephone numbers, the quantity and size of used filter containers transferred, and the date <br /> of transfer. A copy of each bill of lading must be kept on the premises of the generator, transporter, and receiving facility <br /> where the used filters were handled. Copies of bills of lading shall be kept for a period of three years. <br /> CORRECTIVE ACTION: Immediately obtain all missing bill of lading recycling records that can be found. Used, drained, <br /> metal filters not stored, handled and disposed of according to this section are regulated as hazardous waste. Provide a <br /> corrective action statement, bill of lading recycling records and supporting documentation to the San Joaquin County <br /> Environmental Health Department(EHD)within 30 days. <br /> This is a Repeat(Class 2)Violation. <br /> Overall Inspection Comments <br /> This report was amended on 9/19/25 to reflect the facility name change. Facility name updated to Gas Co Manteca. <br /> Note: The facility's EPA ID number is currently inactive. Immediately login to hwts.dtsc.ca.gov/to activate the EPA ID <br /> number. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, <br /> by September 11, 2025. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead of <br /> having them sign. <br /> Starting July 1, 2025, all in-office CERS help will be provided at the EHD hourly rate ($179).
