Hazardous Materials & Waste Contingency Plan Kaiser Permanente Manteca Medical office 1/01/2025 -12/31/2025 If the facility stops operations in response to a fire, explosion or release, the emergency coordinator shall monitor for leaks, pressure buildup, gas generation, or ruptures in valves, pipes, or other equipment, wherever this is appropriate. Immediately after an emergency, the emergency coordinator shall provide for treating, storing or disposing of recovered waste, contaminated soil or surface water, or any other material that results from a release, fire or explosion at the facility. If the recovered material is hazardous, it shall be handled according to all policy and procedures for hazardous material. The emergency coordinator shall ensure that in the affected area(s) of the facility: No waste that may be incompatible with the release material is transferred, treated, stored, or disposed of until cleanup procedures are completed; and all emergency equipment is cleaned and fit for its intended use before operation are resumed. The administrator (or designee) shall notify the Department of Health Services, and appropriate State and local authorities, which facility is in compliance with the above noted section before operations are resumed in the affected area(s) of the facility. The administrator (or designee) shall document the time, date and details of any incident that requires implementing the contingency plan. Within 15 days after the incident the administrator (or designee) shall submit a written report on the incident to the Department of Health Services. The report shall include: Name, address, and telephone number of the administrator (or designee) Name, address, and telephone number of the facility Date, time, and type of incident (e.g., fire, explosion) Name and quantity of material(s) involved The extent of injuries if any An assessment of actual or potential hazards to human health or the environment, where this is applicable and, estimated quantity and disposition of recovered material that resulted from the incident. Spill / Release: Procedures will outline responsibilities to be assumed by those in the Medical facility and will specifically address the role of external agencies contracted to address emergency spills. Spills must be cleaned up immediately by a properly trained person using appropriate personal protective equipment in relation to the spill. Spills are cleaned according to Hazardous Waste Management Policy EC.HZ.056: Spill Management: Hazardous Materials & Waste. In the event of an employee exposure, the employee shall immediately be evaluated at the Employee Health Services or an Emergency Department. When a small spill is identified the following process will be followed: Staff that discovers the spill will follow SIN.: S = Safety First! Clear the area of all non-essential personal.
