If a public water system is required, <br /> applicant shall submit a Small Public Water System preliminary technical report to the <br /> California State Water Resources Control Board, Division of Drinking Water (Water Board) <br /> at least six months before initiating construction of any water related improvement, as <br /> defined. The issuance of a permit to operate a small public water system by the local primacy <br /> agency (EHD) is prohibited without the concurrence of the Water Board. Please contact Gena <br /> Farley with the SWRCB Division of Drinking Water at Gena.Farley@waterboards.ca.gov or <br /> 209-948-7488, concerning the requirements for preliminary technical report submittal prior to <br /> issuance of building permits. <br /> If the Water Board determines that an onsite well shall be used as the potable water source, <br /> a permit application to operate Small Public Water System shall be submitted to the EHD for <br /> approval prior to issuance of building permits. To issue a permit to operate, concurrence from <br /> the Water Board is required. A yearly permit to operate a public water system will be required <br /> by the EHD prior to sign off of the certificate of final occupancy (San Joaquin County <br /> Development Title, Section 9-602.010 and 9-601.030.). <br /> The supplier must possess adequate financial, managerial, and technical capability to assure <br /> delivery of pure, wholesome, and potable drinking water in accordance with San Joaquin <br /> County Development Title, Sections 9-602.010 and 9-601.030 and C.C.R., Title 22, and <br /> Health and Safety Code, Section 116525 116570. <br /> 6) Any geotechnical drilling shall be conducted under permit and inspection by The <br /> Environmental Health Department (San Joaquin County Development Title, Section 9- <br /> 601.010(b) and 9-601.020(i)). <br /> 1868 E.
