Small Quantity Hazardous Waste Generator Program Inspection Report <br />Date: <br />January 26, 2026 <br />Facility Address: <br />9850 LOWER SACRAMENTO RD, STOCKTONALPINE MEATS INC <br />Facility Name: <br />Environmental Health Department <br />13 22 CCR 12 66262.11 3030005-Determined if waste generated is hazardous waste <br />OBSERVATION: The waste located in the [LOCATION] was observed being [DESCRIBE: HOW DISPOSED OF / HOW <br />TREATED AND DISPOSED OF / ACCUMULATED] and a proper waste determination has not been made. <br />- The multiple secondary containment pallets used for the multiple chem station industrial cleaning chemicals contained <br />liquid. Refer to IMG_1751 <br />- The liquid runoff from the boiler appears to cause white staining along the cement leading to the nearby drain, the drain <br />ultimately leads to a pond on site. Refer to IMG_1748, IMG_1749, IMG_1750 <br />CORRECTIVE ACTION: Submit documentation to the CUPA demonstrating that the water runoff and product runoff in <br />the secondary containment, has been properly characterized to determine if it is a hazardous waste. If determined to be <br />hazardous submit a manifest/receipt documenting proper disposal and a statement demonstrating how you will manage it <br />in the future. <br />This is a (Class 2) Violation. <br />23 22 CCR 12 66262.16(b)(1), 66262.16(b)(8), 66262.16(c), 66262.16(g)(2); HSC 6.5 25123.3(h)(1) 3030010-SQG <br />disposed of hazardous waste within 180 days of accumulation start date (90 days for AHW) <br />OBSERVATION: The following hazardous waste containers were found on-site with an accumulation start date of greater <br />than 180 days or no accumulation start date. <br />- ONE 55 gallon black drum in IMG_1760 was found without a hazardous waste label. Maintenance Supervisor Luis <br />Rodriguez explained this drum was used for used oil. At the time of inspection, there was a small amount of used oil in <br />the drum. <br />- ONE 55 gallon black and yellow drum in IMG_1759 was found without a hazardous waste label. Maintenance <br />Supervisor Luis Rodriguez explained this drum was used for used oil. At the time of inspection, there was used oil in the <br />drum. <br />- ONE 55-gallon black steel drum labeled as containing "NON RCRA HAZARDOUS WASTE SOLIDS, (ABSORBENTS <br />CONTAMINATED WITH OIL)", does not indicate an accumulation start date. This drum was found near the electrical <br />room. Refer to IMG_1758 <br />CORRECTIVE ACTION: Immediately dispose of the hazardous waste stored on site greater than 180 days in compliance <br />with Title 22 California Code of Regulations. Provide a corrective action statement and a copy of the disposal records to <br />the San Joaquin County Environmental Health Department (EHD) within 30 days. <br />This is a Repeat (Class 2) Violation. <br />1868 E.
