Work Plan for Shallow Soil Assessment and Proposed Well Sampling Schedule Modification <br />Stockton Charter Way Commingled Plume #CP0057 <br />February 17, 2023 <br />• Former Texaco (Equilon), located at 440 West Charter Way in Stockton, and, <br />• Former Colombo/Toscana Bakery (Sara Lee; now BBU), located at 1444 South Lincoln <br />Street in Stockton. <br />In April 2010, the CRWQCB-CVR classified the Site as a commingled plume and since then the JC <br />have been working cooperatively to address the environmental cases. In 2003, the City of <br />Stockton changed the name of a portion of West Charter Way to Dr. Martin Luther King Jr. <br />Boulevard. For reporting purposes, the Site has continued to be referred to as the Stockton Charter <br />Way Commingled Plume Site and the historical Charter Way addresses are used. <br />1.2 SITE AND SURROUNDING AREA <br />The Site is currently comprised of an active car wash facility (former ARCO Service Station No. 2168 <br />- located on the northeast corner of the intersection of West Charter Way [a.k.a. Dr. Martin Luther <br />King Jr. Boulevard] and Lincoln Street), an active Chevron -branded gasoline service station <br />(Chevron Facility #92033 - located on the southwest corner of the intersection of West Charter Way <br />and Lincoln Street), an ARCO -branded gasoline service station (former Texaco [Equilon] - located <br />on the southeast corner of the intersection of West Charter Way and Lincoln Street), and a storage <br />warehouse (former Colombo/Toscana Bakery [BBU] - located south of the former Texaco [Equilon] <br />on the east side of Lincoln Street). The Site is comprised of parcels 16503003, 14707607, 16504016, <br />and 16503005. The area surrounding the Site includes mixed residential and commercial use. <br />Former ARCO Service Station No. 2168 currently consists of an active car wash facility; no <br />underground storage tanks (USTs) or fuel dispensers are present on the property. Chevron Facility <br />#92033 currently consists of a station building, four fuel dispensers on two islands, and three USTs. <br />BBU currently consists of a warehouse building; no USTs or fuel dispensers are present on the <br />property. The former Equilon facility, currently an ARCO -branded facility consists of a station <br />building, a car wash, four fuel dispenser islands, and four USTs. The Site lies at an elevation of <br />approximately 12 feet (ft) above mean sea level on flat terrain. <br />1.3 CURRENT STATUS <br />In their letter dated December 20, 2022, the CRWQCB-CVR noted the path forward for the four <br />commingled underground storage tank (UST) sites as listed below. <br />1. To confirm that post -remediation soil conditions at the former ARCO property meet Low - <br />Threat UST Case Closure Policy (LTCP) criteria, additional shallow soil assessment is required. <br />2. Stantec will continue efforts to install downgradient wells SMW-34D, SMW-34E, and <br />SMW-36E at locations that have been revised due to offsite property access limitations. <br />Wells will be installed per Stantec's February 2016 Work Plan, at revised locations that were <br />approved by the CRWQCB-CVR in July 2022. <br />3. Several Site wells that have never been impacted or are no longer impacted may be <br />either reduced to annual gauging/inspection only or proposed for destruction. These wells <br />are listed below along with rationale to support each recommendation. Wells that need <br />repair will be addressed herein. <br />® Stall 4 <br />
