City of
Public Works Department 390 Towne Centre Drive, Lathrop, CA 95330
Phone(209)941-7430 T Fax(209)941-7449
tin w.cr.fathrat).ca.it
June 13, 2022
Mr. Jeffrey Wong
San Joaquin County Environmental Health Department
1868 East Hazelton Avenue
Stockton, CA 95205
RE: Consent to Monitoring Well Destruction Work Plan for Proposed Monitoring Well
Located at 950 Stewart Road, Lathrop CA (APN 210-21-001)
Dear Mr. Wong,
A monitoring well has been proposed at 950 Stewart Road, Lathrop, CA 95330 (APN 210-21-
001) for which a Work Plan has been submitted to the San Joaquin County Environmental Health
Department(EHD). The property is currently owned by Califia, LLC but will be transferred to the
City of Lathrop (City). Due to water quality concerns and the potential for contaminated
groundwater migrating across different aquifer zones, EHD has required that a destruction plan be
included in the Work Plan for this monitoring well. The Work Plan includes two options by method
of detonation for destroying a multi-completion well with three monitoring zones constructed with
2-inch PVC casing. The destruction plans were provided by Tylor McMillan's Well Service. In the
event the City is required to destroy this well and is unable or chooses not to utilize Tylor
McMillan's Well Service, the City agrees the contractor will use a method of detonation consistent
with what was provided in the Work Plan.
If you have any questions or would like additional information, please feel free to contact Greg
Gibson, Senior Civil Engineer, (209) 941-7442, or at ggibson@ci.lathrop.ca.us.
Sincerely,
Michael King, P.E.
Assistant City Manager
