West Clay Property - 2 - 29 August 2023
waste oil storage, a potential source of VOCs existed at the site and additional
investigation is warranted to determine if the case meets Low-Threat Closure Policy
General Criteria b, The unauthorized release consists only of petroleum, and Criteria e,
A conceptual site model that assesses the nature, extent, and mobility of the release
has been developed.
By 30 October 2023, please submit a work plan for the collection of shallow soil
samples around the former 1,000-gallon waste oil UST. In the work plan, please
propose shallow soil sample locations to assess for the presence of PAHs. Please also
plan to analyze the shallow soils for VOCs, per the Leaking Underground Fuel Tank
(LUFT) Manual and the waste oil contents of the former 1,000-gallon UST.
By 27 November 2023, please submit a written report discussing the analytical results
of groundwater samples collected from the wells listed below. Please analyze all
samples for full scan VOC analysis to determine if VOCs potentially released from the
former 1,000-gallon waste oil UST impacted groundwater. In the report, please evaluate
the onsite risks posed by VOCs in groundwater, if detected, as well any risks posed to
downgradient receptors. Also, if VOCs are detected, please propose a path forward to
address the VOC release. Please sample only the following ten (10) wells: MW-1, MW-
2, MW-3, MW-7, MW-8A, MW-8B, MW-25, MW-27, MW-29, and MW-30.
If you have any questions or comments about this letter, please contact Michael
DeSmet at (916) 464-4830 or michael.desmet(a-),waterboards.ca.gov.
Michael DeSmet, PG Galvin Kauffman, PG
Engineering Geologist Senior Engineering Geologist
o
CL
DeSmet ^
9199 954
cc: Daniel Villanueva, AdvancedGeo Inc.
