SUPPLEMENTAL SITE INVESTIGATION WORK PLAN
South Pointe Property
Stockton, California
Scope of Work
groundwater samples will be analyzed for total petroleum hydrocarbons (TPH) as
gasoline, diesel, and motor oil.
- In previous comments, DTSC noted that fertilizers have been documented to be a
constituent of concern by the State Water Resources Control Board and requested
review of historical data from onsite wells MW-34 and -35 (associated with the L&M
Operable Unit site) to see if groundwater had been assessed for nitrogen and
perchlorate. No such data could be located; therefore, grab groundwater samples will
additionally be analyzed for nitrogen and perchlorate.
Table 3 summarizes the groundwater sampling program.
4.2 ANALYTICAL METHODS AND SCREENING CRITERIA
Tables 1 through 3 summarize the analytical program for soil and groundwater samples.Tables
provided as Appendix D list the proposed analytical method for each analyte group (i.e. VOCs,
PCBs, etc.), individual analytes for each analyte group, and proposed screening levels for each
analyte. In general, we propose using current residential DTSC Screening Levels (SLs) for
screening levels. Where SLs are not established, we refer first to USEPA Regional Screening Levels
(RSLs), and then to Environmental Screening Levels (ESLs) established by the San Francisco Bay
Regional Water Quality Control Board. For evaluation of TPH compounds in groundwater, we
refer to ESLs.
Per previous communication from DTSC, samples retained for VOC analysis will be collected in
accordance with USEPA Method 5035.
4.3 PRE-FIELD ACTIVITIES
4.3.1 Health and Safety Plan
A site-specific health and safety plan (HASP) for the proposed subsurface investigation activities
is included as Appendix E. The purpose of the HASP is to describe controls and procedures that
will be implemented to minimize incidents, injury, and health risks associated with excavation
and exposure to site CDCs. All field personnel will review the HASP prior to commencement of
field work. Prior to the initialization of daily field activities, a safety meeting will be conducted at
the site with all workforce. All on-site workers operating under Stantec supervision will be
required to sign the daily safety meeting attendance log.
4.3.2 Utility Clearance
Prior to initializing drilling activities, Stantec will mark the work locations in white paint, open a
one-call dig ticket with Underground Service Alert, and coordinate with responding utilities as
appropriate. Stantec will subcontract with a private utility locator to confirm that proposed
drilling locations are free of detectable subsurface utilities or obstructions.
4.3
