r22�� <br /> 2222�� <br /> I. INTRODUCTION <br /> This report presents the findings of the Soil Suitability and Nitrate Loading Studies completed for the <br /> project referenced on the Title Page. These studies were required by the San Joaquin County <br /> Environmental Health Department (EHD) and were completed to examine the underlying soil <br /> characteristics and determine the suitability of an Onsite Wastewater Treatment System (OWTS). <br /> This report complies with San Joaquin County Development Title, Section 9-604.010(d)(1). <br /> Mr. Zack Wong, PE, President of Wong Engineers, Inc. is the project Civil Engineer and has <br /> provided the preliminary information for these Studies, including the proposed facility Site Plan <br /> layout in Appendix A. The OWTS design parameters for the project that are included in this <br /> report are based upon the facility Site Plan. <br /> Within the text of this Report, Bolded Section (§) numbers are referenced at the beginning of an <br /> applicable Paragraph(s), or Appendices that correspond with the EHD Requirements Checklist. <br /> Section Numbers referenced as SSS§, are sections applicable for the Soil Suitability Study <br /> Requirements Checklist. Section Numbers referenced as NLS§, are sections applicable for the <br /> Nitrate Loading Study Requirements Checklist. Other portions of text may also apply to other <br /> sections of the Checklists, but may not be necessarily referenced. <br /> From the soil sampling procedures, the texture analyses have found the indigenous soils under the <br /> proposed effluent disposal area to contain clay, loam and sandy loam soil down to 25 ft. Soil <br /> permeability determined through percolation testing reveal failing percolation rates at the three <br /> depths tested. Additionally, pursuant to EHD guidelines, design parameters must be completed by <br /> a CA Registered Civil Engineer(RCE). Consequently, this project falls under the EHD <br /> promulgated category of an"engineer designed system." <br /> II. SOIL SUITABILITY STUDY FINDINGS <br /> A. SUBJECT PROPERTY AND SURROUNDING STUDY AREA INFORMATION <br /> NLS§ 1.0, etc., SSS§ 1.0, etc. The subject property is located on the east side of Newton Road <br /> in Stockton, between Cherokee Road and Stevenson Road. The SJC Community Development <br /> Department(CDD) Administrative/Conditional Use Permit document is found in Appendix B and <br /> illustrates the proposed Project Description. <br /> Domestic water is currently supplied California Water Service. Stormwater retention will be <br /> managed by a percolation basin as illustrated on the Site Plan. It will be several years before <br /> municipal wastewater and stormwater services become available to this area of Stockton. <br /> There were two structures on the property that have since been razed. The subject property is <br /> presently operated as a Class 8 truck parking area. There is a cell phone tower on the property that <br /> is on a separate Assessor's Parcel Number(APN) from the subject property.
