3732 N. Newton Road, Stockton Page 2 of 3
SU-2601102 February 17, 2026
Based on the information provided the EHD concurs with the proposed OWTS design as described in
this report which includes the following highlighted design criteria:
1. Installation of two (2) 1,500-gallon traffic-rated septic tanks. The location of the eastern septic tank
will be installed at the south end of the proposed office building. The second septic tank will be
installed west of the first tank.
a. Due to the elevation differences, there will be an Anua Champion CPSTEP512 pump installed in
the eastern septic tank's second compartment. It will pump effluent from the first septic tank
(eastern) to the second (western) front compartment of the second tank. The second (western)
septic tank will accept waste from the office restrooms as well.
i. The Anua Champion CPSTEP512 pump will have an audio/visual alarm that must be
inspected prior to use of the septic system.
ii. The second septic tank which will be connected to the Office Building Restrooms must have
the influent line installed as high in elevation as possible to provide for gravity flow into the
septic tank.
2. Effluent from the second (western) septic tank will flow to a three-hole D-Box with a minimum 5-feet
tight line.
3. Install the double depth (24-inch drain rock) filter bed with dimensions of 16-feet by 37-feet. The filter
bed will be minimum eight (8) feet from the building.
4. Install at the end of the filter bed, two (2) three-feet diameter seepage pits with maximum depth of 25
feet in the location of the engineered plans. Minimum five (5) feet of tight line shall be used to connect
the filter bed to the seepage pits.
5. Prior to obtaining permits, the EHD requests that a pre-construction meeting be held between the
septic system installer/contractor and Don Chesney Inc.
6. Obtain an installation permit for the engineered onsite wastewater treatment system (OWTS) from
EHD. Inspection is required before backfilling of OWTS excavations. Request inspection 24 hours in
advance by calling the inspection line (209) 953-7697. (SJC OWTS Standard Section 2). The onsite
inspection shall include but not limited to the following:
a. View the new sewer lines, clean-outs, and connections to the new septic tanks.
b. View the Anua Champion CPSTEP512 pump in the first septic tank and verifying audio/visual
alarm are properly functioning.
c. Verify fall can be achieved from the office restrooms to the second (western) septic tank.
d. The installation of the new septic tanks, tightlines and leachfield.
7. Shower conditions — the SSNL report took into account for the shower stalls with 10 minute
timers and the design was made accordingly. Any changes will need an addendum to the
report.
8. It is the owner's responsibility to follow operation and maintenance plan to ensure the system meets
all requirements set forth in the design in conformity with San Joaquin County (OWTS) Standard.
9. The SSNL report mentions that the property will be supplied by the California Water Service.
NOTE: A will-serve letter that was received and dated November 16, 2022, expired on November
16, 2024.
