Purpose and Scope <br />The purpose of this Joint Technical Document (JTD) is to: <br /> <br />x Demonstrate compliance with all applicable regulatory requirements, including <br />that of Title 27, RWQCB Order No. R5-2015-0058, Solid Waste Facility Permit <br />No. 39-AA-0004, as well as federal regulations contained in Part 257, "Criteria for <br />Classification of Solid Waste Disposal Facilities and Practices", and Part 258, <br />"Criteria for Municipal Solid Waste Landfills," of Title 40 of the Code of Federal <br />Regulations (CFR), Conservation and Resource Recovery Act (RCRA) Subtitle <br />D. <br /> <br />x Present current operations and conditions at the facility. <br /> <br />This JTD is submitted in accordance with Section 21585 of Title 27, California Code of <br />Regulations (CCR), Division 2 "Solid Waste.” <br /> <br />This 2025 JTD is an update of the July 2020 JTD. This document is not intended to be a <br />compilation of previous submittals to regulatory agencies. JTD indices for the California <br />Department of Resources Recycling and Recovery (Cal Recycle) and the California State Water <br />Resources Control Board (SWRCB) are presented to aid the reviewer in establishing that all <br />applicable requirements have been addressed. <br /> <br />2.
