Foothill Sanitary Landfill Page 7 of 52 San Joaquin County DPW - Solid Waste
Joint Technical Document Revised 12/04/2025

4. WASTE MANAGEMENT UNIT CHARACTERISTICS AND SITING

4.1. Airport Safety
Title 27 CCR and Subtitle D of the federal regulations have requirements for locating
new landfills within five miles of an airport, one of which is that the Federal Aviation
Administration and other airport officials be notified of new landfill modules. However, because
the landfill is located further than 5 miles from the nearest airport, these requirements do not
apply.

4.2. Volumetric Capacity
The total airspace of the landfill (gross volume) is approximately 138 million CY, of which
a total of approximately 130 million CY may receive refuse fill and associated cover soils, not
including final cover (Table 3). This capacity estimate is based on:

The conceptual landfill base design with a minimum landfill elevation 180 ft. MSL (Figure
5)
Maximum height of 432 ft MSL and the proposed final contours (Figure 6)
Landfill disposal area footprint of 674 acres
Side slopes of approximately 3 to 1 (Figure 6)

4.3. Site Life Estimate
The Foothill Sanitary Landfill is anticipated to reach capacity in approximately the year
2087. This estimate is based on the June 2024 aerial survey and the calculated volume of
available airspace (Table 5).

4.4. Soil Availability
Total future soil needs, including daily and intermediate cover (assume to represent 20%
by volume of waste disposed, operations soil over future LCRS, and final cover, are estimated
to be approximately 29.1 million CY (Tables 3 and 4). This estimate assumes continued use as
soil for daily cover.
