Tarps and ground green waste was being used as Alternative Daily Cover (ADC). First truck <br /> dumped waste after 7 pm. Observed one bulldozer and one compactor operating at the active <br /> face. Active face was at area 6. Traffic director observed at the active face. Personnel were <br /> wearing appropriate PPE. <br /> 2. Records were reviewed indicating that Olivera Enterprises shipped 315 cubic yards of <br /> green waste off site for retail sale in February.
