Disposal Facility (Site) Inspection Report (52) <br /> North County Landfill & Recycling Center (39-AA-0022) <br /> 4/28/2026 <br /> 27 CCR 20830 - Litter Control <br /> Litter was observed around the active face ADC tarps, south of the active face and <br /> east of the active face. <br /> Litter shall be controlled, routinely collected and disposed of properly. Windblown <br /> materials shall be controlled to prevent injury to the public and personnel. Controls <br /> shall prevent the accumulation, or off-site migration, of litter in quantities that create a <br /> nuisance or cause other problems. <br /> Pick up and dispose of all litter. <br /> The operator provided photos on May 4 showing collection of litter. <br /> Inspection Report Comments <br /> 1. Tarps were being used as Alternative Daily Cover (ADC). First truck dumped waste after 7 <br /> pm. Observed two bulldozers and one compactor operating at the active face. Active face was <br /> at area 5/6. Traffic director observed at the active face. Personnel were wearing appropriate <br /> PPE. <br /> 2. Records were reviewed indicating that Olivera Enterprises shipped 310 cubic yards of <br /> green waste off site for retail sale in March. Observed use of ground green waste for erosion <br /> control on the landfill slopes. <br /> 3. Reviewed the special occurrences log, ADC record, training record, daily tonnage and <br /> vehicle values, and the load check record. <br /> 4. Perimeter landfill gas monitoring probes #1 and #21 were measured today. Results were <br /> 0.0-0.1%, below the regulatory limit of 5% methane. See the attached log with complete <br /> results and calibration. <br /> 5. Water truck was adding water to roads as necessary for dust control. <br /> 6. The green waste chipping and grinding stockpiles were small. Continue processing green <br /> waste in a timely manner in compliance with the site permit and state regulation. <br /> 7. Lighting was not needed during the time of inspection at the active face. <br /> 8. Two violations for erosion and ADC tarps and one area of concern for litter control. <br /> 9. Reviewed first quarter Landfill Gas monitoring well measurements for the perimeter well <br /> probes and the structures.
