Disposal Facility (Site) Inspection Report (52)
North County Landfill & Recycling Center (39-AA-0022)
4/28/2026
27 CCR 20830 - Litter Control
Litter was observed around the active face ADC tarps, south of the active face and
east of the active face.
Litter shall be controlled, routinely collected and disposed of properly. Windblown
materials shall be controlled to prevent injury to the public and personnel. Controls
shall prevent the accumulation, or off-site migration, of litter in quantities that create a
nuisance or cause other problems.
Pick up and dispose of all litter.
The operator provided photos on May 4 showing collection of litter.
Inspection Report Comments
1. Tarps were being used as Alternative Daily Cover (ADC). First truck dumped waste after 7
pm. Observed two bulldozers and one compactor operating at the active face. Active face was
at area 5/6. Traffic director observed at the active face. Personnel were wearing appropriate
PPE.
2. Records were reviewed indicating that Olivera Enterprises shipped 310 cubic yards of
green waste off site for retail sale in March. Observed use of ground green waste for erosion
control on the landfill slopes.
3. Reviewed the special occurrences log, ADC record, training record, daily tonnage and
vehicle values, and the load check record.
4. Perimeter landfill gas monitoring probes #1 and #21 were measured today. Results were
0.0-0.1%, below the regulatory limit of 5% methane. See the attached log with complete
results and calibration.
5. Water truck was adding water to roads as necessary for dust control.
6. The green waste chipping and grinding stockpiles were small. Continue processing green
waste in a timely manner in compliance with the site permit and state regulation.
7. Lighting was not needed during the time of inspection at the active face.
8. Two violations for erosion and ADC tarps and one area of concern for litter control.
9. Reviewed first quarter Landfill Gas monitoring well measurements for the perimeter well
probes and the structures. All probes and points were measured and pass the regulatory
limits.
Follow the CalRecycle best management practices and guidance for landfill gas monitoring
CalRecycle Solid Waste Information System (SWIS) Page 2 of 3
Date Generated: May 6, 2026 9:06 AM
