Disposal Facility (Site) Inspection Report (52) <br /> North County Landfill & Recycling Center (39-AA-0022) <br /> 1/22/2026 <br /> The active face was dark and foggy at the start of operations and lighting was <br /> inadequate to ensure safety of personnel. The one stationary light cluster was 70 <br /> yards away from the active face. Heavy equipment was lighted and walking personnel <br /> carried lights. More stationary lighting is needed at the active face to ensure personnel <br /> safety. <br /> Inspection Report Comments <br /> 1. Tarps used as Alternative Daily Cover. First truck dumped waste after 7 pm. Observed <br /> one bulldozer and one compactor operating at the active face. Active face was at area 6. <br /> Traffic director observed at the active face. Personnel were wearing appropriate PPE. <br /> 2. Records were reviewed indicating that Olivera Enterprises shipped 379 cubic yards of <br /> green waste off site for retail sale in December. Observed use of ground green waste for <br /> erosion control on the landfill slopes. <br /> 3. Reviewed the special occurrences log, training record, daily tonnage and vehicle values, <br /> and the load check record. <br /> 4. Perimeter landfill gas monitoring probes #2 and #3 were measured today. Results were <br /> 0.0%, below the regulatory limit of 5% methane. See the attached log with complete results <br /> and calibration. <br /> 5. No dust control needed due to wet and foggy conditions. <br /> 6. The green waste chipping and grinding stockpiles were small. Continue processing green <br /> waste in a timely manner in compliance with the site permit and state regulation. <br /> 7. Some litter observed on-site. Facility crew was onsite picking up litter. Observed full litter <br /> bags near the site entrance. No litter observed off-site. <br /> 8. The violation on the December inspection report for exceeding the daily tons received limit <br /> is resolved. December daily tons received did not exceed the current permitted limit of 4000 <br /> tons. <br /> 9. One area of concern for lack of lighting at the active face. One area of concern for <br /> exposed waste around the ADC tarps.
