Disposal Facility (Site) Inspection Report (52) <br /> North County Landfill & Recycling Center (39-AA-0022) <br /> 2/27/2026 <br /> Litter shall be controlled, routinely collected and disposed of properly. Windblown <br /> materials shall be controlled to prevent injury to the public and personnel. Controls <br /> shall prevent the accumulation, or off-site migration, of litter in quantities that create a <br /> nuisance or cause other problems. <br /> Pick up and dispose of all litter. <br /> 27 CCR 20690 - Alternative Daily Cover <br /> The ADC tarp covering the active face had a large rip exposing the waste <br /> beneath. Repair or replace all ADC tarps with rips. <br /> 27 CCR 20650 - Grading of Fill Surfaces <br /> Significant ponding of water was observed on area five at the winter pad. <br /> All covered surfaces of the disposal area shall be graded to promote lateral runoff of <br /> precipitation and to prevent ponding. Grades shall be established of sufficient slopes to <br /> account for future settlement of the fill surface. <br /> Improve the grading at this location to promote lateral runoff of precipitation. <br /> Inspection Report Comments <br /> 1. Tarps and ground green waste was being used as Alternative Daily Cover (ADC). First truck <br /> dumped waste after 7 pm. Observed two bulldozers and one compactor operating at the <br /> active face. Active face was at area 6. Traffic director observed at the active face. Personnel <br /> were wearing appropriate PPE. <br /> 2. Records were reviewed indicating that Olivera Enterprises shipped 315 cubic yards of <br /> green waste off site for retail sale in December. Observed use of ground green waste for <br /> erosion control on the landfill slopes. <br /> 3. Reviewed the special occurrences log, training record, daily tonnage and vehicle values, <br /> and the load check record. <br /> 4. Perimeter landfill gas monitoring probes #19 and #20 were measured today. Results were <br /> 0.0%, below the regulatory limit of 5% methane. See the attached log with complete results <br /> and calibration. <br /> 5. Water truck was adding water to roads as necessary for dust control. <br /> 6. The green waste chipping and grinding stockpiles were small. Continue processing green <br /> waste in a timely manner in compliance with the site permit and state regulation. <br /> 7. Birds were observed at the active face. During the inspection, a fixed wing drone was <br /> used to scare the birds away from the active face. <br /> 8. Sheep on site for grass control on the inactive landfill areas.
