SAN JOAQUIN Environmental Health Department <br /> COUNTY— <br /> Greatness grows here. <br /> CP26 - UST FULL Inspection Report <br /> Facility Name: Facility Address: Date: <br /> SHELL FOOD MART 12320 N EL DORADO ST, STOCKTON February 24, 2026 <br /> 16 23 CCR 16 2651(e) and (f), 2652; HSC 6.7 25290.1(d) and (e) 2031004 - Interstitial space of UST and piping are <br /> continuously monitored with audible/visual alarm (TCR 9d) <br /> OBSERVATION: The following float& chain failed to stop the flow of product at the dispenser when tested. <br /> -Diesel in dispenser 6/8 <br /> -87 in dispenser 1/3 <br /> -87 in dispenser 2/4 <br /> REGULATION GUIDANCE: Mechanical release detection equipment used to continuously monitor under-dispenser <br /> containment which fails to function properly at any time, cannot be repaired and must be replaced with continuous <br /> electronic release detection equipment. <br /> CORRECTIVE ACTION: Continuously monitor interstitial spaces of USTs and piping as required and submit verification <br /> of compliance. Fuel should not be dispensed from any dispenser that is not continuously monitored. <br /> This is a (Minor)Violation. <br /> 40 23 CCR 16 2613(e) 2011002 - Installation, repair, lining, integrity, calibration, and release records maintained for life of <br /> UST <br /> OBSERVATION: Records of installation, repairs, linings, intregrity certification, tank calibration charts, and/or <br /> unauthorized release reports were not observed on site during the inspection. <br /> REGULATION GUIDANCE: The following records must be maintained by the owner or operator on site, or off site at a <br /> readily accessible location if approved by the Unified Program Agency, for the life of the underground storage tank <br /> system: (1) Installation records including, but not limited to: (A)Installation test results; (B)Manufacturer checklists and <br /> manuals; and (C)As-built drawings. (2) Records of repairs, including inspection reports and structural integrity <br /> certifications associated with interior lining; (3)Tank calibration charts; and (4) Unauthorized release reports. <br /> CORRECTIVE ACTION: Immediately locate and maintain these records onsite and submit copies to the UPA within 30 <br /> days. <br /> This is a (Minor)Violation. <br /> Overall Inspection Comments <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, <br /> by 3/26/26 for minor violations and 4/25/26 for all other violations. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead of <br /> having them sign. <br /> Starting July 1, 2025, all in-office CERS help will be provided at the EHD hourly rate ($179).
